【摘要】：國(guó)家公園是國(guó)際上通行的對(duì)本國(guó)珍貴的、獨(dú)特的自然資源和文化資源進(jìn)行有效保護(hù)和利用的一種模式,在一百多年的實(shí)踐過程中,全球已有一百多個(gè)國(guó)家設(shè)立了多達(dá)1200處國(guó)家公園,國(guó)家公園是被實(shí)踐證明了的能有效平衡保護(hù)和開發(fā)這一矛盾的保護(hù)地模式。黨的十八屆三中全會(huì)明確提出建立國(guó)家公園體制,云南省于1998年開始探索國(guó)家公園這一新型保護(hù)地模式,2008年,國(guó)家林業(yè)局正式批準(zhǔn)云南省為首個(gè)國(guó)家公園建設(shè)試點(diǎn)省,經(jīng)過十多年的探索實(shí)踐,目前云南省已建成普達(dá)措、梅里雪山、西雙版納等8個(gè)國(guó)家公園,成為全國(guó)首家初步建立國(guó)家公園體制的省份。 梅里雪山地處“三江并流”世界自然遺產(chǎn)的核心腹地,具有世界意義的珍貴資源和景觀,云南省各級(jí)政府對(duì)于梅里雪山特殊的資源價(jià)值和地位有著一致性認(rèn)識(shí),并致力于推動(dòng)梅里雪山國(guó)家公園的開發(fā)和建設(shè)。 分區(qū)是實(shí)施規(guī)劃和實(shí)現(xiàn)管理目標(biāo)的基本工具和手段。保護(hù)地分區(qū)管理是國(guó)際上普遍采取的管理方式,有利于有效保護(hù)資源和環(huán)境、發(fā)揮保護(hù)地的多種功能；分區(qū)管理有效性評(píng)價(jià)是掌握保護(hù)地重要資源是否得到有效保護(hù)與管理的重要途徑,有利于掌握各個(gè)分區(qū)管理的現(xiàn)狀,發(fā)現(xiàn)分區(qū)管理中存在的問題,及時(shí)采取針對(duì)性的措施改進(jìn)管理,促進(jìn)保護(hù)地管理質(zhì)量和水平的提升。 本文以梅里雪山國(guó)家公園為研究對(duì)象,綜合運(yùn)用文獻(xiàn)分析、實(shí)地問卷調(diào)查、專家咨詢法等方法構(gòu)建分區(qū)管理有效性評(píng)價(jià)理論框架和指標(biāo)體系,設(shè)計(jì)4個(gè)分區(qū)的管理有效性定量計(jì)算公式,更加精確地分別計(jì)算4個(gè)分區(qū)的管理有效性綜合得分,根據(jù)各分區(qū)管理中存在的問題提出更有針對(duì)性的分區(qū)管理建議及措施。研究結(jié)果表明,4個(gè)分區(qū)管理有效性評(píng)價(jià)的綜合得分為：嚴(yán)格保護(hù)區(qū)(Ⅰ區(qū))75.68分,生態(tài)保育區(qū)(Ⅱ區(qū))83.94分,游憩展示區(qū)(Ⅲ區(qū))71.42分,一般管制區(qū)(Ⅳ區(qū))65.27分(其中公園服務(wù)亞區(qū)42.43分,傳統(tǒng)利用亞區(qū)22.84分)。嚴(yán)格保護(hù)區(qū)、生態(tài)保育區(qū)管理有效性為良好,游憩展示區(qū)、一般管制區(qū)管理有效性為一般,其中,一般管制區(qū)綜合得分最低,反映出梅里雪山國(guó)家公園游憩服務(wù)設(shè)施落后、管理服務(wù)水平有待提高等問題,并提出了針對(duì)性的管理對(duì)策。本研究雖然在研究方法、評(píng)價(jià)指標(biāo)體系構(gòu)建等方面還有待改善,但對(duì)梅里雪山國(guó)家公園改善分區(qū)管理、提高管理服務(wù)水平、制定可持續(xù)發(fā)展的策略等方面具有較大的參考價(jià)值。
[Abstract]:The national park is an internationally popular model for the effective protection and utilization of the country's precious and unique natural and cultural resources. In the course of more than one hundred years of practice, As many as 1200 national parks have been set up in more than 100 countries in the world. National parks have been proved to be an effective way to balance the protection and development of this contradiction. The third Plenary session of the 18th CPC Central Committee explicitly proposed the establishment of a national park system. In 1998, Yunnan Province began to explore the new protected land model of national parks. In 2008, the State Forestry Administration officially approved Yunnan Province as the first pilot province for the construction of national parks. After more than a decade of exploration and practice, eight national parks, such as Pudaco, Meili Snow Mountain and Xishuangbanna, have been built in Yunnan Province, becoming the first province in the country to initially establish a national park system. Meili Snow Mountain is located in the core hinterland of the "three Rivers and streams" World Natural Heritage. It is a precious resource and landscape of world significance. The governments of Yunnan Province at all levels have a consistent understanding of the special resource value and status of Meili Snow Mountain. And committed to promoting the development and construction of Meili Snow Mountain National Park. Partitioning is the basic tool and means to implement planning and achieve management objectives. The zonal management of protected area is a kind of management method which is widely adopted in the world. It is helpful to protect resources and environment effectively and to play a variety of functions of protected land. The evaluation of the effectiveness of zonal management is an important way to grasp whether important resources in protected areas are effectively protected and managed, which is helpful to grasp the current situation of each district management, and to find out the problems existing in the zonal management. Timely take targeted measures to improve management and promote the quality and level of protected land management. This article takes Meili Snow Mountain National Park as the research object, synthetically uses the literature analysis, the field questionnaire survey, the expert consultation method and so on the method constructs the zonal management validity appraisal theory frame and the index system. The quantitative calculation formula of management effectiveness of four districts is designed, and the comprehensive scores of management effectiveness of four districts are calculated more accurately, and more targeted suggestions and measures are put forward according to the problems existing in the management of each partition.
