【摘要】：上世紀(jì)七十年代末以來(lái),發(fā)達(dá)資本主義國(guó)家實(shí)行政府改革,逐步改變傳統(tǒng)的行政管理模式,開(kāi)始注重政府對(duì)民眾的服務(wù)質(zhì)量及民眾對(duì)政府的滿意度。“公共文化服務(wù)”因此相應(yīng)地作為一個(gè)新興研究領(lǐng)域進(jìn)入了學(xué)者的視野。從國(guó)內(nèi)看,2004年正式提出了公共文化服務(wù)的建設(shè)要求；2007年又提出把建設(shè)公共文化服務(wù)體系的重心向基層方面傾斜的意見(jiàn)；2008年以來(lái),“社區(qū)文化活動(dòng)中心”作為民眾就近享受公共文化服務(wù)主陣地的姿態(tài)進(jìn)入人們的視野。隨著政府的推進(jìn)以及社會(huì)、經(jīng)濟(jì)的發(fā)展,社區(qū)文化活動(dòng)中心如雨后春筍般大量涌現(xiàn),在提高政府對(duì)民眾的服務(wù)質(zhì)量及民眾對(duì)政府的滿意度方面發(fā)揮的作用越來(lái)越大。 現(xiàn)階段,國(guó)內(nèi)學(xué)者就“社區(qū)文化活動(dòng)中心”開(kāi)展了一系列的相關(guān)課題研究,主要集中在兩個(gè)層面,一是將“社區(qū)文化活動(dòng)中心”置于構(gòu)建公共文化服務(wù)體系的宏觀背景下進(jìn)行,一是以單個(gè)“社區(qū)文化活動(dòng)中心”作為研究對(duì)象。然而,如何讓“社區(qū)文化活動(dòng)中心”真正發(fā)揮出民眾就近享受國(guó)家發(fā)展成果的作用,體現(xiàn)其核心作用,還是要以具體問(wèn)題為導(dǎo)向,從提出對(duì)策的角度出發(fā)加以研究。本文以“上海社區(qū)文化活動(dòng)中心”為主要研究對(duì)象,在系統(tǒng)梳理發(fā)展現(xiàn)狀的基礎(chǔ)上,聚焦存在的主要問(wèn)題,進(jìn)而提出具有針對(duì)性和可操作性的對(duì)策建議。 第一章在全國(guó)層面上系統(tǒng)梳理了社區(qū)文化活動(dòng)中心建設(shè)依托的政策背景,闡述其構(gòu)成要素、主要特征,并概要地介紹了各地社區(qū)文化活動(dòng)中心的發(fā)展?fàn)顩r。 第二章聚焦上海社區(qū)文化活動(dòng)中心的發(fā)展現(xiàn)狀,主要包括其發(fā)展歷程、發(fā)展現(xiàn)狀、建設(shè)經(jīng)驗(yàn),以及目前取得的顯著成績(jī),側(cè)重在制度設(shè)計(jì)、經(jīng)費(fèi)保障、資源配送、監(jiān)管評(píng)估、個(gè)體創(chuàng)新五個(gè)方面。 第三章、第四章是本研究的重點(diǎn)——問(wèn)題與對(duì)策研究。采用多層面、多維度的研究方法,對(duì)策與問(wèn)題相互呼應(yīng),分別從市區(qū)管理層面和中心內(nèi)部建設(shè)層面指出當(dāng)前社區(qū)文化活動(dòng)中心建設(shè)存在的主要問(wèn)題,并對(duì)這些問(wèn)題產(chǎn)生的深層原因進(jìn)行了較為深入的分析,在此基礎(chǔ)上提出進(jìn)一步完善上海社區(qū)文化活動(dòng)中心建設(shè)的策建議,以期對(duì)社區(qū)文化活動(dòng)中心的未來(lái)健康發(fā)展產(chǎn)生積極的促動(dòng)作用。
[Abstract]:Since the late seventies of last century, developed capitalist countries have carried out government reform, gradually changed the traditional mode of administration, and began to pay attention to the service quality of the government to the people and the satisfaction of the people to the government. Therefore, as a new field of study, public cultural service has entered the field of view of scholars. From the domestic point of view, the construction requirements of public cultural services were formally put forward in 2004; in 2007, the focus of the construction of the public cultural service system was slanted towards the grass-roots level; since 2008, As the main position of the people enjoying the public cultural service, the community cultural activity center enters people's vision. With the advancement of the government and the development of society and economy, community cultural activity centers have sprung up in large numbers, which plays an increasingly important role in improving the service quality of the government to the people and the satisfaction of the people to the government. At the present stage, domestic scholars have carried out a series of related research on "Community Cultural activity Center", which is mainly focused on two levels. The first is to put "Community Cultural activity Center" under the macro background of constructing public cultural service system. One is to single "community cultural activity center" as the research object. However, how to make the "community cultural activity center" really play the role of people enjoying the achievements of national development in the vicinity, embody its core role, or take the concrete problem as the guidance, from the angle of putting forward the countermeasure to study. In this paper, "Shanghai Community Cultural activity Center" as the main research object, on the basis of systematically combing the current situation of development, focusing on the main problems, and then put forward targeted and operable countermeasures and suggestions. The first chapter systematically combs the policy background of the construction of the community cultural activity center at the national level, expounds its constituent elements and main characteristics, and briefly introduces the development situation of the community cultural activity center in various places. The second chapter focuses on the development status of Shanghai Community Cultural activities Center, including its development process, development status, construction experience, and achievements, focusing on system design, funding guarantee, resource distribution, supervision and evaluation. There are five aspects of individual innovation. The third chapter, the fourth chapter is the focus of this study-the study of problems and countermeasures. Adopting multi-level and multi-dimensional research methods, the countermeasures and problems are echoed each other. The main problems in the construction of community cultural activity center are pointed out from the management level of urban area and the inner construction level of the center, respectively. On the basis of the deep analysis of the deep causes of these problems, the author puts forward some suggestions on how to further perfect the construction of Shanghai Community Cultural activity Center. With a view to the future healthy development of community cultural activities center to produce a positive role.
