【摘要】：希臘是西方文明和城市的主要發(fā)祥地之一,其兩千多年的文化歷史積淀是希臘、歐洲甚至全人類的珍寶。本文以城市文化遺產(chǎn)管理為研究對象,從希臘空間規(guī)劃體系的解讀入手,以希臘第二大城市塞薩洛尼基舊城為例,探討了希臘城市文化遺產(chǎn)管理的矩陣模式。即在歐盟政策框架下,結(jié)合斷代、類別和文物重要程度形成矩陣式文物清單,以制度設(shè)計實現(xiàn)部門協(xié)作,進而通過建設(shè)許可規(guī)制開發(fā)行為,保護和合理利用城市文化遺產(chǎn)。希臘經(jīng)驗給我國如下啟示:文化遺產(chǎn)是理想的教化載體,文化遺產(chǎn)的保護與合理利用應(yīng)與生態(tài)環(huán)境保護、氣候變化減緩等問題具有同等重要地位,并作為規(guī)劃許可的強制性前置條件;具有重要文化遺產(chǎn)的城市的詳細(xì)規(guī)劃審批權(quán)應(yīng)根據(jù)文物重要程度由相應(yīng)行政部門行使;城市文化遺產(chǎn)可將類別與重要程度相結(jié)合構(gòu)成矩陣評定模式;城市文化遺產(chǎn)管理中應(yīng)合理利用市場和社會力量參與。
[Abstract]:Greece is one of the major birthplaces of western civilization and cities. Its cultural and historical accumulation of more than two thousand years is a treasure of Greece, Europe and even all mankind. This paper takes the urban cultural heritage management as the research object, starting with the interpretation of the Greek spatial planning system, taking Thessaloniki old city as an example, discusses the matrix mode of the Greek urban cultural heritage management. That is, under the framework of EU policy, a matrix list of cultural relics is formed by combining the age, category and importance of cultural relic, and the cooperation of departments is realized by system design, and then the development behavior is regulated by construction license, and the urban cultural heritage is protected and rationally utilized. The Greek experience has given us the following enlightenment: cultural heritage is an ideal carrier of enlightenment, and the protection and rational utilization of cultural heritage should be as important as the protection of the ecological environment and the mitigation of climate change. The detailed planning and approval power of the city with important cultural heritage should be exercised by the corresponding administrative department according to the degree of importance of cultural relics. The urban cultural heritage can combine the category with the importance degree to form the matrix evaluation model, and the market and social forces should be used reasonably in the management of the urban cultural heritage.
