【摘要】：隨著文化經(jīng)濟一體化的迅速發(fā)展,知識對經(jīng)濟增長的影響作用日益突出。文化資源作為文化的載體,其重要性也廣受關(guān)注,許多學(xué)者都對文化資源進行了相關(guān)研究,也取得了一定成果。但是,就目前已有的文獻來看,各國學(xué)者大都從文化資源的評估、資金投入、稀缺資源保護等某一具體方面進行研究,并沒有形成系統(tǒng)的治理機制,此外,學(xué)者們關(guān)于文化資源保護與利用過程中的應(yīng)有主體,以及各主體應(yīng)扮演角色的研究也并不充分,更沒有達(dá)成統(tǒng)一共識。 因此,本研究立足于多中心治理理論的角度,以甘肅省作為主要研究范圍,在對甘肅省所擁有的文化資源進行重新歸納整理的基礎(chǔ)上,分析了甘肅省文化資源在保護和利用方面的現(xiàn)實狀況,揭示了其發(fā)展中存在的弊端和問題,著重探討了制約其發(fā)展的各項因素,并在其治理機制構(gòu)建方面做出努力,力圖以包括政府、企業(yè)和社會組織在內(nèi)的多元主體機制作為核心,對文化資源保護與利用工作中的制度機制、資金機制、評估機制、人才機制和監(jiān)督機制等幾個方面進行探究,嘗試構(gòu)建一個較為科學(xué)合理、系統(tǒng)全面、可行性較強的治理機制系統(tǒng),以期為甘肅省文化資源保護與利用工作做出一定貢獻,并對其他地區(qū)的文化資源保護與利用工作提供思考借鑒。
[Abstract]:With the rapid development of cultural and economic integration, the influence of knowledge on economic growth is increasingly prominent. As the carrier of culture, the importance of cultural resources has been paid more and more attention. However, as far as the existing literature is concerned, most of the scholars of various countries have carried out research from some specific aspects, such as the assessment of cultural resources, the investment of funds, the protection of scarce resources, and so on, and have not formed a systematic governance mechanism. In addition, Scholars on the protection and utilization of cultural resources in the process of the due subject, as well as each subject should play a role is not sufficient, nor reached a unified consensus. Therefore, this study is based on the theory of multi-center governance, taking Gansu Province as the main research scope, on the basis of resumming and arranging the cultural resources of Gansu Province. This paper analyzes on the present situation of the protection and utilization of cultural resources in Gansu Province, reveals the disadvantages and problems existing in its development, probes into the factors restricting its development, and makes great efforts in the construction of its governance mechanism. Taking the pluralistic main body mechanism, including government, enterprise and social organization as the core, this paper probes into the system mechanism, fund mechanism, evaluation mechanism, talent mechanism and supervision mechanism in the protection and utilization of cultural resources. This paper tries to construct a scientific and reasonable, comprehensive and feasible governance mechanism system in order to contribute to the protection and utilization of cultural resources in Gansu Province. And to other regions of the protection and use of cultural resources to provide reflection and reference.
