【摘要】：農(nóng)業(yè)是關(guān)系改革發(fā)展、社會穩(wěn)定和經(jīng)濟健康發(fā)展的戰(zhàn)略性問題。從2002年開始,中央每年的“一號文件”都鎖定農(nóng)民、農(nóng)村和農(nóng)業(yè)為主題的三農(nóng)問題,這說明黨中央國務(wù)院已經(jīng)將三農(nóng)問題當(dāng)成施政的重點工作來開展。我國是全世界最大的農(nóng)業(yè)國,70%以上的人口為農(nóng)業(yè)人口。當(dāng)前農(nóng)業(yè)發(fā)展還滯后于經(jīng)濟增長的發(fā)展要求。十七屆六中全會將會議議題確定為大力振興我國文化產(chǎn)業(yè),促進文化產(chǎn)業(yè)大發(fā)展大繁榮,十八大報告中明確提出大力加強農(nóng)村文化建設(shè),用先進的文化為農(nóng)村經(jīng)濟的發(fā)展注入動力。 文章在對國內(nèi)外農(nóng)業(yè)文化建設(shè)方面的相關(guān)文獻進行分析的前提下,從雙流縣文化職能部門履職情況和農(nóng)民群體兩個方面對雙流縣的農(nóng)村文化建設(shè)情況進行調(diào)查。經(jīng)過在調(diào)查研究后,發(fā)現(xiàn)雙流縣的農(nóng)村文化建設(shè)有以下幾方面的問題：思想上對農(nóng)村文化建設(shè)不夠重視、農(nóng)村公共文化資金投入不足、政府文化部門未能很好的履行領(lǐng)導(dǎo)文化建設(shè)的職能、文化專業(yè)人才隊伍匱乏。文章最后在吸取了其他地區(qū)農(nóng)村文化建設(shè)經(jīng)驗的基礎(chǔ)上,提出了雙流縣加強農(nóng)村文化建設(shè)的對策建議：轉(zhuǎn)變政府文化部門履行文化建設(shè)的職能,政府在做公共財政預(yù)算時,將資金適度向農(nóng)村文化建設(shè)傾斜,加強農(nóng)村文化隊伍建設(shè),提高農(nóng)村文化工作人員的素質(zhì),利用看市場機制促進農(nóng)村文化產(chǎn)業(yè)化發(fā)展。
[Abstract]:Agriculture is a strategic issue related to reform and development, social stability and healthy economic development. Since 2002, the "No. 1 document" of the CPC Central Committee has focused on the issues of farmers, rural areas and agriculture, which shows that the State Council of the CPC Central Committee has taken the issue of agriculture, rural areas and farmers as the key work of administration. China is the largest agricultural country in the world, more than 70% of the population is the agricultural population. Current agricultural development still lags behind the development requirement of economic growth. The sixth Plenary session of the 17th CPC Central Committee set the topic of the meeting as vigorously revitalizing China's cultural industry and promoting the great development and prosperity of the cultural industry.In the report of the 18th National Congress of the Communist Party of China, it was clearly proposed to vigorously strengthen rural cultural construction. Use advanced culture to inject power into the development of rural economy. On the premise of analyzing the related documents of agricultural cultural construction at home and abroad, this paper investigates the situation of rural cultural construction in Shuangliu County from two aspects: the performance of the cultural functions in Shuangliu County and the farmers' groups. After investigation and research, it is found that the construction of rural culture in Shuangliu County has the following problems: not enough attention has been paid to the construction of rural culture, and the investment of rural public cultural funds is insufficient. The government culture department failed to perform the function of leading cultural construction well. Finally, on the basis of absorbing the experience of rural cultural construction in other regions, the paper puts forward the countermeasures and suggestions for strengthening the rural cultural construction in Shuangliu County: changing the function of the cultural department of the government to perform the cultural construction, and when the government makes the public financial budget, The fund should be inclined to the rural culture construction, strengthen the construction of the rural culture team, improve the quality of the rural cultural staff, and promote the industrialization of the rural culture by using the market looking mechanism.
