當(dāng)前國(guó)家文化治理能力建構(gòu)的路徑選擇探析

【摘要】:在國(guó)家治理體系與國(guó)家治理能力現(xiàn)代化建構(gòu)中,文化治理及其能力建設(shè)是重要組成部分。學(xué)術(shù)界對(duì)國(guó)家文化治理能力的關(guān)注,源自早期英國(guó)的伯明翰學(xué)派,歷經(jīng)馬克思主義和葛蘭西“文化霸權(quán)”思想的影響,經(jīng)過(guò)早期臺(tái)灣地區(qū)的王志弘等人的影響,將文化治理理念帶入中國(guó),形成了對(duì)國(guó)家文化治理能力的政府與文化治理間的相互作用;政府對(duì)于文化治理的制度和措施性安排起到了宏觀調(diào)控的重要作用;政府與文化治理起到了應(yīng)對(duì)于公民合理化、服務(wù)化的要求原則;政府對(duì)于文化治理問(wèn)題應(yīng)該有著具體管控力和與社會(huì)、政治、經(jīng)濟(jì)、生態(tài)等方面相適應(yīng)為出發(fā)點(diǎn),注重文化對(duì)于市民的主體利益等方面的共識(shí),加強(qiáng)政府與傳統(tǒng)文化之間的協(xié)同力,體現(xiàn)出國(guó)家政策對(duì)公民的整體利益的需求,給予更多的政策靈活力和實(shí)施靈活度,更大程度上體現(xiàn)出國(guó)家治理能力中文化治理帶來(lái)的巨大附和力,給予路徑選擇中多層次的參考方向,直接性的增加了改革的創(chuàng)新力度和社會(huì)價(jià)值。本文基于文化治理建構(gòu)過(guò)程中的五種能力下的基礎(chǔ)能力、決策能力、文化建構(gòu)能力、評(píng)估能力、監(jiān)控能力,建構(gòu)中國(guó)國(guó)家文化治理能力體系具體細(xì)節(jié)方案,并對(duì)以上文化治理能力的子能力下具體的優(yōu)缺點(diǎn)及路徑改善的對(duì)策研究進(jìn)行詳細(xì)研究,在國(guó)家治理能力和治理能力現(xiàn)代化建設(shè)的過(guò)程中,文化治理是中流砥柱的作用,傳統(tǒng)文化的弘揚(yáng)和發(fā)展過(guò)程中更是給予了國(guó)家治理中更多中國(guó)特色的政策研究選擇,在深化改革發(fā)展的今天,文化治理對(duì)國(guó)家宏觀政策的調(diào)整給予了特有的中國(guó)智慧,相對(duì)于未來(lái)發(fā)展的趨勢(shì),政府無(wú)疑更多的需要深入發(fā)展創(chuàng)新切實(shí)有效的政策來(lái)提升國(guó)家治理現(xiàn)代化的建設(shè)能力,而其中細(xì)微分支下的五種能力的建構(gòu)就顯得尤為重要,文章在國(guó)家文化治理能力建構(gòu)下的當(dāng)今存在的問(wèn)題,在子能力下選擇和改善中提出了文化治理的政策研究和路徑選擇探析,但從當(dāng)前研究看,文化治理能力仍存在著階段性不足,在具體能力的分析層面上仍然比較淺顯等方面的不足,需未來(lái)進(jìn)一步在研究中進(jìn)行深化與拓展。
[Abstract]:In the modernization construction of national governance system and national governance capacity, cultural governance and its capacity building are important components.Academic attention to the ability of national cultural governance originated from the Birmingham School in early England, experienced the influence of Marxism and Gramsci's thought of "cultural hegemony", and passed through the influence of Wang Zhihong and others in the early Taiwan area.Bringing the concept of cultural governance into China has formed the interaction between the government and the cultural governance of the national cultural governance, and the government has played an important role in macro-control of the institutions and measures of cultural governance.The government and cultural governance have played the principle of responding to the requirements of citizens' rationalization and service. The government should have specific control over cultural governance issues and adapt to the social, political, economic, ecological and other aspects as the starting point.Pay attention to the cultural consensus on the main interests of the citizens, strengthen the synergy between the government and the traditional culture, reflect the demand of the state policy for the citizens' overall interests, and give more policy vitality and flexibility to the implementation.To a greater extent, it reflects the huge echo force brought by the cultural governance in the national governance ability, and gives a multi-level reference direction in the path selection, which directly increases the innovation strength and social value of the reform.This paper is based on the basic ability, decision making ability, cultural construction ability, evaluation ability, monitoring ability, and the concrete detail scheme of constructing the Chinese national cultural governance ability system under the five kinds of abilities in the process of cultural governance construction.The paper also makes a detailed study on the specific advantages and disadvantages of the above sub-abilities of cultural governance and the countermeasures to improve the path. In the process of modernization construction of the national governance ability and governance capacity, cultural governance is the mainstay of the role.In the process of carrying forward and developing traditional culture, it has given more policy research options with Chinese characteristics in the process of national governance. In today's deepening of reform and development, cultural governance has given unique Chinese wisdom to the adjustment of the state's macro policy.Compared with the trend of future development, the government undoubtedly needs more in-depth development of innovative and effective policies to enhance the building capacity of national governance modernization, and the construction of five kinds of capabilities under the minor branches is particularly important.The article puts forward the policy research and path choice of cultural governance in the process of choosing and improving the national cultural governance ability, but from the perspective of current research, the paper analyzes the existing problems under the construction of the national cultural governance ability.The ability of cultural governance is still deficient in stages, and is still relatively simple on the level of analysis of concrete ability, which needs to be further deepened and expanded in the future.
