【摘要】：上世紀(jì)90年代,約瑟夫·奈首先提出了"軟實(shí)力"一詞,軟實(shí)力概念后來傳入我國(guó),形成了獨(dú)具特色的中國(guó)文化軟實(shí)力概念。中共十七大將文化軟實(shí)力正式寫進(jìn)我國(guó)官方文件。中共十八大明確提出要提升國(guó)家文化軟實(shí)力,并將文化軟實(shí)力建設(shè)置于政治、經(jīng)濟(jì)、社會(huì)、生態(tài)建設(shè)于一體。軟實(shí)力與硬實(shí)力相對(duì)應(yīng)而存在,二者共同構(gòu)成了一國(guó)的綜合國(guó)力。在提升本國(guó)硬實(shí)力的同時(shí),提升本國(guó)的軟實(shí)力對(duì)一國(guó)的發(fā)展尤為重要。軟實(shí)力是一種能力,它是通過吸引力而非威逼或利誘的手段達(dá)到目的,這種吸引力來自一國(guó)的文化、政治價(jià)值觀和外交政策等,筆者通過對(duì)國(guó)外軟實(shí)力觀及我國(guó)文化軟實(shí)力相關(guān)文獻(xiàn)的查閱和研究,細(xì)化了文化軟實(shí)力理論,本文著重從思想意識(shí)層面、制度層面、外交層面對(duì)我國(guó)文化軟實(shí)力進(jìn)行了研究,重點(diǎn)突出了我國(guó)文化軟實(shí)力在發(fā)展中遇到的問題及對(duì)策。本文共分六個(gè)部分,第一部分闡述了我國(guó)文化軟實(shí)力的研究背景、意義、國(guó)內(nèi)外研究現(xiàn)狀、研究方法、創(chuàng)新與不足之處;第二部分闡述了文化軟實(shí)力的內(nèi)涵、文化軟實(shí)力研究范疇的對(duì)應(yīng)關(guān)系;第三部分闡釋了我國(guó)文化軟實(shí)力的發(fā)展成就和意義;第四部分研究了我國(guó)文化軟實(shí)力在思想觀念層面、制度層面、外交層面研究的主要內(nèi)容;第五部分研究了我國(guó)文化軟實(shí)力在思想觀念層面、制度層面、外交層面發(fā)展中遇到的問題;第六部分針對(duì)我國(guó)文化軟實(shí)力在這幾個(gè)層面發(fā)展中遇到的問題,提出了提升我國(guó)文化軟實(shí)力的幾點(diǎn)對(duì)策。在當(dāng)前激烈的國(guó)際競(jìng)爭(zhēng)中,文化軟實(shí)力在綜合國(guó)力中的地位日益重要,各國(guó)越來越重視文化軟實(shí)力對(duì)外的感召力,對(duì)內(nèi)的凝聚力。提升國(guó)家文化軟力,關(guān)系到我國(guó)在世界文化格局中的定位,關(guān)系到我國(guó)的國(guó)際地位和國(guó)際影響力,對(duì)于我國(guó)建設(shè)社會(huì)主義文化強(qiáng)國(guó)具有特殊而重要的意義。同時(shí),提升文化軟實(shí)力,也是貫徹科學(xué)發(fā)展觀的要求,是實(shí)現(xiàn)中華民族偉大復(fù)興中國(guó)夢(mèng)的重要方式。
[Abstract]:In the 1990s, Joseph Nye first put forward the term "soft power". The concept of soft power was introduced into China and formed a unique concept of soft power in Chinese culture.The 17th National Congress of the Communist Party of China formally wrote the soft power of culture into the official documents of our country.The 18th National Congress of the Communist Party of China clearly proposed to promote the national cultural soft power and put the construction of cultural soft power in the political, economic, social and ecological construction in one.Soft power and hard power exist, both constitute a country's comprehensive national strength.At the same time, it is very important for a country to enhance its soft power.Soft power is the ability to achieve an end by means of attraction, not coercion or inducement, which comes from a country's culture, political values, foreign policy, etc.Through the reference and study of the foreign view of soft power and the literature related to our country's cultural soft power, the author refines the theory of cultural soft power. This paper focuses on the study of our country's cultural soft power from the ideological level, the system level and the diplomatic level.Emphasis is placed on the problems and countermeasures encountered in the development of cultural soft power in China.This paper is divided into six parts, the first part describes the research background, significance, domestic and foreign research status, research methods, innovation and deficiencies; the second part describes the connotation of cultural soft power.The third part explains the achievements and significance of the development of the cultural soft power in our country, the fourth part studies the main contents of the study of the cultural soft power in the ideological level, the system level and the diplomatic level.The fifth part studies the problems encountered in the development of China's cultural soft power at the ideological level, the system level, and the diplomatic level, and the sixth part focuses on the problems encountered in the development of China's cultural soft power at these levels.This paper puts forward some countermeasures to enhance the soft power of Chinese culture.In the current fierce international competition, cultural soft power plays an increasingly important role in the overall national strength, and countries pay more and more attention to the external appeal of cultural soft power and the cohesion within.To promote the soft force of national culture is related to the orientation of our country in the world cultural pattern, the international status and international influence of our country, and it is of special and important significance for our country to build a socialist cultural power.At the same time, enhancing the soft power of culture is also the requirement of carrying out the scientific development view and the important way to realize the great rejuvenation of Chinese Dream of the Chinese nation.
