【摘要】：公共文化是社會(huì)主義先進(jìn)文化的重要組成部分,是推動(dòng)先進(jìn)生產(chǎn)力發(fā)展的重要因素。公共文化服務(wù)是在文化領(lǐng)域中政府運(yùn)用公共權(quán)力保障公民權(quán)利,滿(mǎn)足公民需求,對(duì)公民提供公共資源的服務(wù)。社區(qū)公共文化服務(wù)是我國(guó)公共文化服務(wù)的重要組成部分,社區(qū)公共文化服務(wù)建設(shè)對(duì)人們的歸屬感、合作意識(shí)、價(jià)值觀(guān)念以及文化素養(yǎng)的形成與發(fā)展產(chǎn)生最為深遠(yuǎn)的影響,其供給水平的提高既是政府改進(jìn)社會(huì)公共文化服務(wù)狀況的著力點(diǎn)和有效途徑,又是不斷完善政府文化職能,落實(shí)科學(xué)發(fā)展觀(guān),構(gòu)建社會(huì)主義和諧社會(huì)的有力保證。拉薩是正在發(fā)展中的西部民族城市,城關(guān)區(qū)是拉薩市正在進(jìn)行公共文化服務(wù)體系建設(shè)的地區(qū)之一。通過(guò)問(wèn)卷調(diào)查和實(shí)地訪(fǎng)談的研究方法了解到拉薩市城關(guān)區(qū)在社區(qū)公共文化服務(wù)建設(shè)方面取得了一定的成就:資金投入力度不斷加大,公共文化服務(wù)設(shè)施建設(shè)不斷加強(qiáng),公共文化服務(wù)實(shí)現(xiàn)網(wǎng)絡(luò)化,文化隊(duì)伍不斷壯大,群眾精神文化生活不斷豐富等。然而由于對(duì)社區(qū)公共文化服務(wù)重視不夠,對(duì)社區(qū)公共文化服務(wù)的資金投入不足,社區(qū)公共文化服務(wù)供給主體單一,社區(qū)居民表達(dá)文化需求的渠道不暢通,藏傳佛教文化抑制社區(qū)居民參與熱情,文化教育落后制約社區(qū)居民參與能力,自然地理環(huán)境導(dǎo)致人才流失嚴(yán)重等原因,拉薩市城關(guān)區(qū)社區(qū)公共文化服務(wù)供給存在許多問(wèn)題如:供給經(jīng)費(fèi)短缺,公共文化設(shè)施設(shè)備落后,供給總量不足、質(zhì)量不高,供給方式落后傳統(tǒng),社區(qū)居民滿(mǎn)意度低,社區(qū)文化活動(dòng)參與度低,隊(duì)伍建設(shè)薄弱等�？偨Y(jié)國(guó)內(nèi)部分城市在社區(qū)公共文化服務(wù)供給方面的經(jīng)驗(yàn),結(jié)合拉薩市城關(guān)區(qū)的具體情況提出一些對(duì)策建議:加強(qiáng)對(duì)社區(qū)公共文化服務(wù)的重視程度,堅(jiān)持以人為本開(kāi)展社區(qū)公共文化服務(wù),形成多元化的社區(qū)公共文化服務(wù)供給主體,優(yōu)化社區(qū)公共文化服務(wù)供給方式,加大經(jīng)費(fèi)保障力度,形成籌措供給資金的多元化渠道,完善社區(qū)公共文化設(shè)施和設(shè)備,強(qiáng)化社區(qū)公共文化服務(wù)人才隊(duì)伍建設(shè)等。
[Abstract]:Public culture is an important part of socialist advanced culture and an important factor to promote the development of advanced productive forces. The community public cultural service is an important part of the public cultural service in our country. The construction of the community public cultural service has a sense of belonging and a sense of cooperation. The formation and development of values and cultural literacy have the most profound influence. The improvement of its supply level is not only the focus and effective way for the government to improve the social public cultural service, but also the continuous improvement of the government's cultural function. Implementing the concept of scientific development and building a harmonious socialist society. Lhasa is a developing western national city. Chengguan District is one of the areas where the public cultural service system is under construction in Lhasa. Through the research methods of questionnaire and field interview, we know that the Chengguan District of Lhasa has made certain progress in the construction of community public cultural service. Achievements: increasing investment, The construction of public cultural service facilities has been continuously strengthened, the public cultural services have been networked, the cultural ranks have been growing and the spiritual and cultural life of the masses has been enriched, etc. However, due to the lack of attention to the community public cultural services, Lack of investment in community public cultural services, single supply of community public cultural services, lack of channels for community residents to express their cultural needs, Tibetan Buddhist culture inhibits community residents' enthusiasm for participation. The backwardness of culture and education restricts the participation ability of community residents, the natural geographical environment leads to the serious brain drain and so on. There are many problems in the supply of community public cultural services in Chengguan District of Lhasa, such as the shortage of supply funds and the backward equipment of public cultural facilities. The total quantity of supply is insufficient, the quality is not high, the mode of supply is lagging behind the tradition, the satisfaction of community residents is low, the participation of community cultural activities is low, the team construction is weak, etc. Combined with the specific situation of Chengguan District of Lhasa, some countermeasures and suggestions are put forward: to strengthen the degree of attention to the community public cultural services, to adhere to the people-oriented development of community public cultural services, and to form a pluralistic supply of community public cultural services. We should optimize the supply mode of community public cultural service, strengthen the fund guarantee, form a diversified channel to raise the supply funds, perfect the community public cultural facilities and equipment, and strengthen the construction of the community public cultural service personnel team.
