【摘要】：本文圍繞不可移動文物、優(yōu)秀歷史建筑、歷史文化街區(qū)等城市人文遺產(chǎn)保護(hù)在區(qū)域經(jīng)濟(jì)發(fā)展中的價(jià)值進(jìn)行了深入探討。文章首先回顧了上海市"十二五"期間的工作進(jìn)展,展望了"十三五"期間的工作規(guī)劃。隨后從思想認(rèn)識和政策機(jī)制兩方面開展了問題分析,并就城市人文遺產(chǎn)保護(hù)與區(qū)域經(jīng)濟(jì)發(fā)展的相互關(guān)系進(jìn)行了梳理,認(rèn)為城市人文遺產(chǎn)保護(hù)是世界共識和普遍原則,城市人文遺產(chǎn)作為存量空間具有戰(zhàn)略意義、正能量和正向作用。最后圍繞提升城市人文遺產(chǎn)保護(hù)工作價(jià)值提出了對策與建議,主張以敬畏之心對待城市人文遺產(chǎn),從尊重歷史和未來、尊重人和人類文明的高度去開展城市人文遺產(chǎn)保護(hù);認(rèn)為應(yīng)以綜合價(jià)值最大化為目標(biāo),而非急功近利式的短期行為;提出建立一套完整的價(jià)值評估標(biāo)準(zhǔn),既要重視定量評估,也要進(jìn)行定性評價(jià);呼吁以系統(tǒng)性思維統(tǒng)領(lǐng)城市人文遺產(chǎn)保護(hù),體現(xiàn)整合的力量、共享的力量、開放的力量,主要舉措包括在空間上形成體系、在時間上形成軸線、在產(chǎn)業(yè)上形成鏈條、在資金上實(shí)現(xiàn)眾籌、在政策上形成組合拳以及在管理上形成合力。
[Abstract]:This paper discusses deeply the value of the protection of urban humanistic heritage in the development of regional economy, such as immovable cultural relics, excellent historical buildings, historical and cultural blocks, etc. The article first reviews the progress of Shanghai's work during the 12th Five-Year Plan period. The work planning during the 13th Five-Year Plan period is prospected. Then the problem analysis is carried out from the aspects of ideological understanding and policy mechanism, and the relationship between the protection of urban humanistic heritage and the development of regional economy is combed out. It is considered that the protection of urban humanistic heritage is a universal principle and the urban humanistic heritage has strategic significance, positive energy and positive effect as a storage space. Finally, the countermeasures and suggestions are put forward to promote the value of urban humanistic heritage protection. The author holds that the city humanistic heritage should be treated with awe and respect for history and future, and human beings and human civilization should be respected to carry out the protection of urban human heritage, and that the goal should be the maximization of comprehensive value rather than the short-term behavior of quick success and instant benefit. To establish a complete set of value evaluation standards, we should pay attention to both quantitative evaluation and qualitative evaluation, call for systematic thinking to lead the protection of urban humanistic heritage, embody the power of integration, share and open. The main measures include forming a system in space, forming an axis in time, forming a chain in industry, realizing crowdfunding in capital, forming a combination of fists in policy and forming a resultant force in management.
