【摘要】：公共文化服務(wù)體系是政府公共服務(wù)的重要內(nèi)容，是在政府加強公共服務(wù)職能的背景下提出的，其目的在于滿足人民群眾基本文化需求、保障人民群眾基本文化權(quán)益。圖書館聯(lián)盟是以信息資源共建共享為目的，，最大限度的滿足人民群眾日益增長的信息需求的一種有效形式，在公共文化服務(wù)體系建設(shè)中具有更大服務(wù)優(yōu)勢。如何加強圖書館聯(lián)盟建設(shè)，發(fā)揮其服務(wù)功能為公共文化服務(wù)體系建設(shè)服務(wù)是論文研究的主要內(nèi)容。 全文共分為6部分內(nèi)容，除結(jié)語外，正文分為5章。論文首先從《文化部“十二五”時期公共文化服務(wù)體系建設(shè)實施綱要》入手，在分析公共文化服務(wù)體系建設(shè)目的、特點及原則的基礎(chǔ)上，從組織、資源、服務(wù)三個方面，論述圖書館聯(lián)盟在公共文化服務(wù)體系建設(shè)中的定位，并具體分析公共文化服務(wù)體系和圖書館聯(lián)盟二者之間的相互作用關(guān)系。通過調(diào)查我國圖書館聯(lián)盟建設(shè)現(xiàn)狀，指出圖書館聯(lián)盟在公共文化服務(wù)體系建設(shè)中存在總體數(shù)量較少、服務(wù)內(nèi)容及形式單一、網(wǎng)絡(luò)共享平臺建設(shè)有待加強、服務(wù)保障措施有待增強等問題，并在此基礎(chǔ)上提出相應(yīng)的建設(shè)對策。
[Abstract]:The public cultural service system is an important content of the government public service, which is put forward under the background of the government strengthening the public service function. Its purpose is to meet the basic cultural needs of the people. To protect the basic cultural rights and interests of the masses. The library alliance is an effective form of meeting the increasing information needs of the people to the maximum extent, aiming at the co-construction and sharing of information resources. How to strengthen the construction of library alliance and how to give full play to its service function for the construction of public cultural service system is the main content of this paper. The text is divided into six parts, except the conclusion, the text is divided into five chapters. Firstly, the paper starts with the outline of the construction of the public cultural service system in the "Twelfth Five-Year Plan" period of the Ministry of Culture, and analyzes the purpose of the construction of the public cultural service system. On the basis of characteristics and principles, this paper discusses the orientation of library alliance in the construction of public cultural service system from three aspects: organization, resources and service. By investigating the present situation of library alliance construction in China, the author points out that the total number of library alliance in the construction of public cultural service system is relatively small. The service content and form are single, the construction of network sharing platform needs to be strengthened, the service guarantee measures need to be strengthened, and the corresponding construction countermeasures are put forward.
