【摘要】：文化產(chǎn)業(yè)作為全世界公認(rèn)的朝陽產(chǎn)業(yè),對推動地區(qū)的經(jīng)濟(jì)發(fā)展、產(chǎn)業(yè)轉(zhuǎn)型和城市品牌建設(shè)都具有重要的意義。揚州作為全國首批歷史文化名城之一,近年來其文化產(chǎn)業(yè)的發(fā)展取得了一定成績,但與產(chǎn)業(yè)發(fā)達(dá)地區(qū)相比仍有一些差距。為促進(jìn)文化產(chǎn)業(yè)發(fā)展,揚州市政府制定出臺了一系列文化產(chǎn)業(yè)發(fā)展政策,從多個方面對文化產(chǎn)業(yè)發(fā)展提供引導(dǎo)和扶持。從政策執(zhí)行情況看,揚州的文化產(chǎn)業(yè)政策仍存在著可供改善和優(yōu)化的空間,這也是本文研究和著力解決的問題。 本文從政府公共政策的角度著眼,對揚州文化產(chǎn)業(yè)發(fā)展政策進(jìn)行了研究。首先對國內(nèi)外文化產(chǎn)業(yè)和文化產(chǎn)業(yè)政策領(lǐng)域的研究現(xiàn)狀和理論成果作了總體概述,選取了3P理論作為本文研究的基本理論模型。隨后,對揚州文化產(chǎn)業(yè)發(fā)展現(xiàn)狀進(jìn)行分析,利用3P理論模型對揚州現(xiàn)存文化產(chǎn)業(yè)發(fā)展政策進(jìn)行分析,提出了揚州文化產(chǎn)業(yè)發(fā)展政策主要的3點不足：政策路徑有依賴、政策內(nèi)容少突破、政策執(zhí)行力不強(qiáng)。接著,選取洛杉磯、蘇州等國內(nèi)外5大文化產(chǎn)業(yè)發(fā)達(dá)城市,對其文化產(chǎn)業(yè)政策特點進(jìn)行分析,并提煉出可供揚州借鑒參考的成功經(jīng)驗。最后,以3P模型為框架,對進(jìn)一步完善揚州文化產(chǎn)業(yè)發(fā)展政策提出了對策建議,主要是優(yōu)化產(chǎn)業(yè)發(fā)展規(guī)劃,加強(qiáng)產(chǎn)業(yè)載體建設(shè),加強(qiáng)市場監(jiān)管,引導(dǎo)文化與科技融合發(fā)展,加大人才引進(jìn)培養(yǎng)力度,提升財政扶持資金的使用績效,拓寬產(chǎn)業(yè)投融資渠道,深化文化體制改革,并建立完善相應(yīng)的政策執(zhí)行保障機(jī)制。
[Abstract]:As a sunrise industry recognized all over the world, cultural industry plays an important role in promoting regional economic development, industrial transformation and urban brand building. Yangzhou is one of the first historical and cultural cities in the country. In recent years, the development of its cultural industry has made some achievements, but there are still some gaps compared with the developed regions. In order to promote the development of cultural industry, the Yangzhou Municipal Government has formulated a series of policies for the development of cultural industry. From the point of view of policy implementation, there is still room for improvement and optimization in Yangzhou's cultural industry policy, which is also the problem to be studied and solved in this paper. From the angle of government's public policy, this paper studies the development policy of Yangzhou's cultural industry. First of all, it gives a general overview of the current research situation and theoretical achievements in the field of cultural industry and cultural industry policy at home and abroad. The 3P theory is selected as the basic theoretical model of this paper. Then, the present situation of Yangzhou cultural industry is analyzed, and the existing cultural industry development policy of Yangzhou is analyzed by using the 3P theory model. Three main deficiencies of Yangzhou's cultural industry development policy are put forward: the policy path is dependent, the policy content is less breakthrough, and the policy execution is not strong. Then, five developed cities of cultural industry, such as Los Angeles and Suzhou, are selected. The characteristics of its cultural industry policy are analyzed, and the successful experiences for reference of Yangzhou are extracted. Finally, taking the 3p model as the framework, the author puts forward some countermeasures and suggestions to further improve the development policy of cultural industry in Yangzhou. It is mainly to optimize the industrial development plan, strengthen the construction of industrial carrier, strengthen market supervision, guide the development of culture and science and technology, increase the intensity of talent introduction and training, improve the performance of financial support funds, and widen the channels of industry investment and financing. Deepen the reform of the cultural system and establish and improve the corresponding policy implementation guarantee mechanism.
