【摘要】：文化創(chuàng)意產(chǎn)業(yè)憑借計(jì)算機(jī)和互聯(lián)網(wǎng)等高科技手段,將傳統(tǒng)的文化資源進(jìn)行跨界整合,形成了比傳統(tǒng)文化產(chǎn)業(yè)覆蓋更為廣泛的橫跨多個(gè)領(lǐng)域的產(chǎn)業(yè)集群。近年來(lái),我國(guó)文化創(chuàng)意產(chǎn)業(yè)歷經(jīng)了快速的發(fā)展,如今方興未艾,已經(jīng)成為經(jīng)濟(jì)發(fā)展中不可或缺的重要組成部分。文化創(chuàng)意產(chǎn)業(yè)的成敗對(duì)文化的傳承和價(jià)值觀的培育有著不可估量的影響,因此受到了國(guó)家的高度重視,各個(gè)省市也出臺(tái)了相應(yīng)的政策以鼓勵(lì)文化創(chuàng)意產(chǎn)業(yè)的發(fā)展。本文在國(guó)內(nèi)外文化創(chuàng)意產(chǎn)業(yè)相關(guān)理論的基礎(chǔ)上,運(yùn)用基于主成分分析的數(shù)據(jù)包絡(luò)分析方法(PCA-DEA)評(píng)價(jià)了陜西省文化創(chuàng)意產(chǎn)業(yè)的發(fā)展?fàn)顩r。為此建立了刻畫(huà)產(chǎn)業(yè)的投入和產(chǎn)出的指標(biāo)體系,運(yùn)用主成分分析法提取主成分,再將提取出來(lái)的主成分代入數(shù)據(jù)包絡(luò)分析模型中,得到我國(guó)各省市的文化創(chuàng)意產(chǎn)業(yè)的投入產(chǎn)出效率。研究表明,陜西省文化創(chuàng)意產(chǎn)業(yè)的投入產(chǎn)出效率低于全國(guó)平均水平,而且處于規(guī)模收益遞增狀態(tài)。造成這種情況的原因是陜西省文化創(chuàng)意產(chǎn)業(yè)結(jié)構(gòu)不合理,同時(shí)投資、人才和知識(shí)產(chǎn)權(quán)成果不足。為了解決這些問(wèn)題,給出了以下能夠提升陜西省文化創(chuàng)意產(chǎn)業(yè)效率的政策和提議:制定專(zhuān)門(mén)的文化創(chuàng)意產(chǎn)業(yè)分類(lèi)標(biāo)準(zhǔn)并制定產(chǎn)業(yè)發(fā)展規(guī)劃;加大文化創(chuàng)意產(chǎn)業(yè)投資力度并建立多元化的投融資體系;培養(yǎng)和引進(jìn)文化創(chuàng)意產(chǎn)業(yè)人才并提供創(chuàng)業(yè)支持;加強(qiáng)知識(shí)產(chǎn)權(quán)的保護(hù)并構(gòu)建知識(shí)產(chǎn)權(quán)服務(wù)體系。
[Abstract]:Cultural and creative industries by computer and Internet and other high-tech means, traditional cultural resources cross-border integration, forming a more extensive than the traditional cultural industries across many fields of industrial clusters. In recent years. China's cultural and creative industries have experienced rapid development, now is in the ascendant. Has become an indispensable part of economic development. The success or failure of cultural and creative industries has an inestimable impact on cultural heritage and the cultivation of values, so the country attaches great importance to it. Various provinces and cities have also issued corresponding policies to encourage the development of cultural and creative industries. This paper is based on the relevant theories of cultural and creative industries at home and abroad. This paper evaluates the development of cultural and creative industries in Shaanxi Province by using the method of data envelopment analysis based on principal component analysis (PCA), and establishes an index system to describe the input and output of the industry. The principal component analysis is used to extract the principal component, and then the extracted principal component is substituted into the data envelopment analysis model to obtain the input-output efficiency of the cultural and creative industries in various provinces and cities of China. The input-output efficiency of the cultural and creative industries in Shaanxi Province is lower than the national average level, and it is in a state of increasing returns on a scale. The reason for this is that the structure of cultural and creative industries in Shaanxi Province is unreasonable and the investment is at the same time. Lack of talent and intellectual property. To solve these problems. The following policies and suggestions are put forward to improve the efficiency of cultural and creative industries in Shaanxi Province: to formulate specific classification standards for cultural and creative industries and to formulate industrial development plans; Strengthening the investment of cultural and creative industries and establishing a diversified investment and financing system; Cultivate and introduce talents in cultural and creative industries and provide entrepreneurial support; We will strengthen the protection of intellectual property rights and build a service system for intellectual property rights.
