【摘要】：加強(qiáng)公共文化服務(wù)體系建設(shè),讓人民群眾共享文化改革發(fā)展的成果,是社會(huì)主義文化建設(shè)的根本目標(biāo)與方向,也是實(shí)現(xiàn)人民基本文化權(quán)益的主要途徑。黨中央、國(guó)務(wù)院高度重視公共文化服務(wù)體系建設(shè),黨的十八大報(bào)告從文化建設(shè)的高度,提出了完善公共文化服務(wù)體系,提高政府服務(wù)效能的目標(biāo)要求。提出要開(kāi)創(chuàng)全民族文化創(chuàng)造活力持續(xù)迸發(fā)、社會(huì)文化生活更加豐富多彩、人民基本文化權(quán)益得到更好保障、人民思想道德素質(zhì)和科學(xué)文化素質(zhì)全面提高、中華文化國(guó)際影響力不斷增強(qiáng)的新局面。本文立足于此,就淄博市公共文化服務(wù)體系的建設(shè)進(jìn)行了研究。論文首先就淄博市公共文化服務(wù)體系建設(shè)的歷史沿革進(jìn)行了梳理：其次,就近年來(lái)淄博市公共文化服務(wù)體系建設(shè)所取得的成就和其存在的問(wèn)題進(jìn)行了分析,強(qiáng)調(diào)指出存在的問(wèn)題主要是對(duì)公共文化服務(wù)體系建設(shè)存在認(rèn)識(shí)誤區(qū),基層文化陣地沒(méi)有充分發(fā)揮作用,公共文化服務(wù)人才缺乏等：繼而對(duì)國(guó)內(nèi)外先進(jìn)城市的公共文化建設(shè)經(jīng)驗(yàn)進(jìn)行了分析借鑒,論文的最后一部分就如何進(jìn)一步完善淄博市公共文化服務(wù)體系建設(shè)提出了相應(yīng)的對(duì)策措施。
[Abstract]:To strengthen the construction of public cultural service system, to let people share the fruits of reform and development of culture, is the basic goal and direction of the construction of socialist culture, but also the main way to realize the people's basic cultural rights. The Party Central Committee, the State Council attaches great importance to the construction of public cultural service system, the eighteen Party's report from the height of the cultural construction, put forward to improve the public cultural service system, improve the efficiency of government service requirements goals. Proposed to create the cultural creativity of the whole nation continued to burst, social and cultural life more rich and colorful, people's basic cultural rights and interests of better security, people's ideological and moral qualities and scientific and cultural qualities comprehensively improve the new situation, and constantly enhance the international influence of Chinese culture. This article is based on this. On the construction of public cultural service system in Zibo city is studied. Firstly, the Zibo City Public Culture Service History of the Department of construction carried out. Secondly, in recent years, Zibo city public cultural service system construction achievements and the existing problems are analyzed, stressing that there is the main problem of the existence of misunderstanding on the construction of public cultural service system, grass-roots cultural positions did not give full play to the role of the lack of public cultural services personnel such as: and then on the domestic and foreign advanced experience of the city public cultural construction are analyzed from the last part of the paper on how to further improve the construction of public cultural service system in Zibo City, puts forward some measures.
