【摘要】：黨的十六屆五中全會(huì)以來(lái)，中央結(jié)合中國(guó)農(nóng)村實(shí)際，，將社會(huì)主義新農(nóng)村建設(shè)作為解決中國(guó)農(nóng)村突出問(wèn)題，化解城鄉(xiāng)二元矛盾，推進(jìn)城鄉(xiāng)一體化及和諧社會(huì)構(gòu)建的有力抓手，在全國(guó)上下如火如荼廣泛推開(kāi)，而新農(nóng)村文化建設(shè)是新農(nóng)村建設(shè)的重要組成部分，新農(nóng)村文化建設(shè)程度和水平將直接影響到農(nóng)村社會(huì)的全面進(jìn)步和社會(huì)主義新農(nóng)村建設(shè)的優(yōu)劣成敗。 本文以海林市新農(nóng)村文化建設(shè)為例，在討論梳理國(guó)內(nèi)外新農(nóng)村建設(shè)現(xiàn)狀的基礎(chǔ)上，通過(guò)探索性案例研究，運(yùn)用文獻(xiàn)檢索、歸納與演繹、理論與實(shí)踐相結(jié)合等研究方法，對(duì)海林市在新農(nóng)村文化建設(shè)現(xiàn)狀加以分析和闡釋的基礎(chǔ)上，剖析其存在的主要問(wèn)題及產(chǎn)生問(wèn)題的原因，并有針對(duì)性地提出海林市新農(nóng)村文化建設(shè)的路徑和有效對(duì)策。論文主要分為五個(gè)部分：第一章主要介紹選題的研究背景和意義，國(guó)內(nèi)研究概述及本文的研究思路、方法及創(chuàng)新點(diǎn)。第二章主要闡述新農(nóng)村文化建設(shè)的內(nèi)涵、相關(guān)概念及加快新農(nóng)村文化建設(shè)的重要意義。第三章著重從非物質(zhì)文化遺產(chǎn)的保護(hù)與開(kāi)發(fā)、文化基礎(chǔ)設(shè)施建設(shè)、群眾文化活動(dòng)、文化隊(duì)伍建設(shè)、文化產(chǎn)業(yè)發(fā)展和旅游文化發(fā)展六個(gè)方面展示海林市在新文化建設(shè)中的典型作法和主要成就。第四章分析海林市在新農(nóng)村文化建設(shè)中存在的主要問(wèn)題及原因探析。第五章從海林市在新農(nóng)村文化建設(shè)存在的問(wèn)題入手，提出適宜海林市情、能夠有效解決突出問(wèn)題的途徑和方案。一是提高新農(nóng)村文化建設(shè)的思想認(rèn)識(shí)；二是多渠道加大新農(nóng)村文化建設(shè)資金投入比重；三是開(kāi)展教育培訓(xùn)，提高農(nóng)民文化素質(zhì)；四是加快推進(jìn)新農(nóng)村文化產(chǎn)業(yè)化建設(shè)；五是進(jìn)一步繁榮新農(nóng)村文化人才隊(duì)伍；六是創(chuàng)新形式，發(fā)展新農(nóng)村特色文化；七是營(yíng)造積極健康的新農(nóng)村文化環(huán)境；八是加快城鄉(xiāng)發(fā)展一體化進(jìn)程。
[Abstract]:Since the Fifth Plenary session of the 16 CPC Central Committee, the central authorities have taken the construction of a new socialist countryside as a solution to the outstanding problems in Chinese rural areas and to resolve the dual contradiction between urban and rural areas. To promote the integration of urban and rural areas and the construction of a harmonious society is a strong grasp in the whole country in full swing, and the construction of new rural culture is an important part of the new rural construction. The degree and level of cultural construction in the new countryside will directly affect the overall progress of the rural society and the success or failure of the construction of the new socialist countryside. This paper takes the cultural construction of new countryside in Hailin as an example, on the basis of discussing and combing the current situation of the construction of new countryside at home and abroad, through exploratory case study, using literature retrieval, induction and deduction. On the basis of analyzing and explaining the present situation of cultural construction in the new countryside, this paper analyzes the main problems and causes of the problems in Hailin based on the combination of theory and practice. The thesis is divided into five parts: the first chapter mainly introduces the research background and significance of the topic. The summary of domestic research and the research ideas, methods and innovations of this paper. Chapter two mainly expounds the connotation of the new rural cultural construction. The third chapter focuses on the protection and development of intangible cultural heritage, cultural infrastructure construction, mass cultural activities, cultural team construction. The six aspects of cultural industry development and tourism cultural development show the typical practices and main achievements of Hailin in the construction of new culture. Chapter 4th analyzes the main problems and reasons of Hailin in the construction of new rural culture. Chapter 5th starts with the problems of Hailin's cultural construction in the new countryside. The paper puts forward some approaches and schemes that are suitable for the situation of Hailin City and can effectively solve the outstanding problems. First, it is necessary to improve the ideological understanding of the cultural construction of the new countryside; Second, increasing the proportion of new rural cultural construction funds through multiple channels; Third, to develop education and training to improve the cultural quality of farmers; Fourth, speed up the construction of new rural culture industrialization; Fifth, further prosperity of the new rural cultural talent team; Six is to innovate the form, develop the characteristic culture of the new countryside; Seven is to create a positive and healthy new rural cultural environment; Eighth, accelerate the process of integration of urban and rural development.
