【摘要】：美國在亞太地區(qū)的海權(quán)聯(lián)盟體系是美國維持其在該地區(qū)主導(dǎo)地位和保持在該地區(qū)海上優(yōu)勢的重要工具之一。海權(quán)聯(lián)盟的主要目的是尋求聯(lián)盟國家的制海權(quán),但面臨著聯(lián)盟困境與兩大誤區(qū)。當前,美國亞太海權(quán)聯(lián)盟體系的主要特點是:在加強以美國為核心的"軸輻"聯(lián)盟體系的同時,企圖形成大月牙形同盟與伙伴國網(wǎng)絡(luò);試圖在亞洲建立以美國為主導(dǎo)的多邊海權(quán)軍事聯(lián)盟或安全安排;將某些東南亞國家作為美國亞太海權(quán)聯(lián)盟的準盟國或伙伴國;構(gòu)建高度制度化的聯(lián)盟;強化美國在亞太地區(qū)的海上軍事存在;選擇性地運用國際法作為維護美國在亞太地區(qū)主導(dǎo)地位和向?qū)κ质〾旱闹饕ぞ咧�。美國亞太海�?quán)聯(lián)盟體系的影響有:造成亞太地區(qū)海上安全局勢緊張,增加中美兩國發(fā)生海上沖突和對抗的危險;加深亞太地區(qū)安全與經(jīng)濟"二元結(jié)構(gòu)",但有的盟國開始對美國"兩面下注";聯(lián)盟困境上升,聯(lián)盟的內(nèi)在矛盾日益顯現(xiàn);日本借美國亞太海權(quán)聯(lián)盟加強自身軍事實力和擴張日本海權(quán)勢力范圍。
[Abstract]:The US maritime rights alliance system in the Asia-Pacific region is one of the important tools for the United States to maintain its dominant position in the region and maintain its maritime advantage in the region. The main purpose of the maritime power alliance is to seek the maritime power of the alliance country, but it is faced with the dilemma and two misunderstandings of the alliance. At present, the main characteristics of the US Asia-Pacific Maritime Rights Alliance system are as follows: while strengthening the "axial spoke" alliance system with the United States as the core, it attempts to form a network of crescent consortia and partner countries; tries to establish a multilateral maritime rights military alliance or security arrangement led by the United States in Asia; regards some Southeast Asian countries as quasi-allies or partners of the United States Asia-Pacific Maritime Rights Union; and builds highly institutionalized coalitions. Strengthen the maritime military presence of the United States in the Asia-Pacific region; selectively use international law as one of the main tools to maintain the dominant position of the United States in the Asia-Pacific region and put pressure on its opponents. The influence of the US Asia-Pacific Maritime Rights Alliance system is as follows: causing tension in the maritime security situation in the Asia-Pacific region and increasing the danger of maritime conflicts and confrontation between China and the United States; deepening the "dual structure" of security and economy in the Asia-Pacific region, but some allies begin to bet on the United States on both sides. Japan uses the Asia-Pacific Maritime Power Alliance of the United States to strengthen its military strength and expand Japan's maritime power sphere of influence.
