【摘要】：中東因其復(fù)雜的民族、宗教、領(lǐng)土等方面的矛盾和重要的戰(zhàn)略地位長期成為世界的熱點(diǎn)地區(qū)，是二戰(zhàn)以來美國歷屆政府關(guān)注的重點(diǎn)區(qū)域。奧巴馬上臺(tái)時(shí)，中東的諸多熱點(diǎn)問題并未降溫,中東地區(qū)仍然是美國外交的重要方向。 本文分三章對(duì)奧巴馬政府的中東政策進(jìn)行分析。第一章主要就奧巴馬中東政策的提出和實(shí)施作背景方面的解讀。本章首先分析了奧巴馬就任之初美國在中東面臨的困境，從金融危機(jī)對(duì)美國控制中東的影響、布什政府中東政策的成效、美國在中東的形象三個(gè)方面展開論述，然后從安全、能源、以色列三個(gè)方面分析美國在該地區(qū)的核心利益。第二章在第一章背景分析的基礎(chǔ)之上從中東熱點(diǎn)問題出發(fā)詳細(xì)分析了奧巴馬政府的中東政策。首先分析了奧巴馬中東政策的調(diào)整所遵循的思路，然后從伊拉克問題、反恐問題、巴以和談問題、伊朗問題、2011年中東動(dòng)亂等方面詳盡論述了奧巴馬中東政策的內(nèi)容，，進(jìn)而總結(jié)出奧巴馬政府中東政策的特征和實(shí)質(zhì)。第三章從美國國內(nèi)、中東地區(qū)、其他外部勢(shì)力三個(gè)方面分析奧巴馬中東政策的制約因素。本文認(rèn)為，奧巴馬的中東政策更加靈活務(wù)實(shí)，但這并沒有改變美國在中東的根本立場，美國仍將竭力維持在中東的主導(dǎo)地位。
[Abstract]:The Middle East has long been a hot spot in the world because of its complex ethnic, religious, territorial and other contradictions and important strategic position, and has been the focus of attention of successive American governments since World War II. When Obama came to power, many hot issues in the Middle East did not cool down, and the Middle East remained an important direction of American diplomacy. This paper is divided into three chapters to analyze the Obama administration's Middle East policy. The first chapter mainly interprets the background of Obama's Middle East policy. This chapter first analyzes the difficulties faced by the United States in the Middle East at the beginning of Obama's assumption of office, discusses the impact of the financial crisis on the control of the Middle East by the United States, the effectiveness of the Bush administration's Middle East policy, and the image of the United States in the Middle East, and then analyzes the core interests of the United States in the region from three aspects: security, energy and Israel. The second chapter analyzes the Obama administration's Middle East policy in detail from the hot issues in the Middle East on the basis of the background analysis of the first chapter. This paper first analyzes the ideas followed by the adjustment of Obama's Middle East policy, and then discusses in detail the contents of Obama's Middle East policy from the aspects of Iraq, counter-terrorism, Palestinian-Israeli peace talks, Iran, and the turmoil in the Middle East in 2011, and then summarizes the characteristics and essence of the Obama administration's Middle East policy. The third chapter analyzes the constraints of Obama's Middle East policy from three aspects: the United States, the Middle East region and other external forces. The article argues that Obama's Middle East policy is more flexible and pragmatic, but this has not changed the fundamental position of the United States in the Middle East, and the United States will try its best to maintain its dominant position in the Middle East.
