【摘要】：隨著全球公共問題的興起,基于“政府失靈”、“市場失靈”或“福利國家危機(jī)”等原因,全球公民社會介入很多本屬于政府治理的領(lǐng)域,并起到了重要的作用。在解決一些國內(nèi)或國際具體問題方面,全球公民社會與國家分享著權(quán)力,國家原本獨享的基本權(quán)力逐漸被削弱。雖然如此,在國家仍是國際社會主要行為體的今天,全球公民社會的發(fā)展仍受制于國家。全球公民社會的產(chǎn)生與發(fā)展對于民族國家而言既是挑戰(zhàn),同時也為國家更好地參與國際社會提供了契機(jī),若能以一種合作的心態(tài)容納全球公民社會,實現(xiàn)共同治理,對于國家及整個人類社會而言都是有益的。 本文在結(jié)構(gòu)安排上共分為四個部分。 第一部分為緒論。該部分首先提出了全球公民社會的理論及現(xiàn)實意義,即在完善全球治理理論的同時,為國家如何處理與全球公民社會的關(guān)系提供了一種思路。在此基礎(chǔ)上,指出國家在全球公民社會構(gòu)建中具有重大的作用,可以彌補(bǔ)全球公民社會自身的一些缺陷,但是目前國家并沒有很好地去履行它的使命。其次對國內(nèi)外全球公民社會研究現(xiàn)狀進(jìn)行了梳理,并有針對性地對全球公民社會中的國家問題研究進(jìn)行了評析。最后指出本文的研究將試圖在系統(tǒng)介紹全球公民社會的基礎(chǔ)上,對其在實踐中的缺陷從國家層面進(jìn)行完善。 第二部分主要在概述全球公民社會的基礎(chǔ)上分析全球治理背景下國家的角色定位以及國家與全球公民社會的關(guān)系。本部分首先從全球公民社會的淵源出發(fā),將公民社會的古典意義、近代意義及現(xiàn)代意義進(jìn)行了簡單的回顧,在總結(jié)國內(nèi)外對全球公民社會概念的基礎(chǔ)上,界定了本文所討論的“全球公民社會”的內(nèi)涵與外延。其次對全球公民社會興起的背景進(jìn)行簡要的總結(jié),指出全球公民社會的興起與全球化的飛速發(fā)展和全球治理理念的深入人心是緊密相關(guān)的。具體表現(xiàn)在:全球化帶來的全球公共問題需要全球公民社會的參與,與此同時,全球化帶來全球公民社會基本力量的助長,全球化的新資源促使全球公民社會的成長,另外,全球治理理論對治理行為體多元化的關(guān)注也利于全球公民社會發(fā)揮作用。最后對全球公民社會發(fā)展瓶頸如全球化精英的作用日益突出、全球公民意識尚未成為人們的普遍意識、國家仍是當(dāng)前全球治理的主要行為體及西方國家文化霸權(quán)的侵蝕等進(jìn)行了分析。 第三部分論述全球公民社會構(gòu)建中的國家,重點從內(nèi)政和外交兩個層面來探討國家如何參與構(gòu)建全球公民社會,并對全球公民社會與民族國家關(guān)系的重構(gòu)方面提出了相關(guān)的建議。認(rèn)為全球公民社會語境下的內(nèi)政新思維應(yīng)該是國家行為邏輯從統(tǒng)治主導(dǎo)向治理主導(dǎo)的轉(zhuǎn)型、政府職能模式從全能政府走向有限政府、行政理念從管理政府走向服務(wù)政府和國家對內(nèi)事務(wù)目標(biāo)從“善政”向“善治”轉(zhuǎn)變,而全球公民社會語境下的外交新思維,主要包括機(jī)制主義和治理外交的應(yīng)用、公共外交的強(qiáng)調(diào)、多邊制度外交的強(qiáng)化和虛擬外交的運用。此外提出在重構(gòu)國家與全球公民社會關(guān)系時,要注意促使國家與全球公民社會組織合作局面的形成,特別是發(fā)展中國家必須進(jìn)行制度創(chuàng)新,關(guān)鍵是要形成國家與社會、市場的良性互補(bǔ)局面。 第四部分為結(jié)語。該部分在前文討論的基礎(chǔ)上進(jìn)行簡要的總結(jié),并提出一種保留政治權(quán)力的全球治理結(jié)構(gòu),使國家和全球公民社會及全球市場和平相處,在各司其職的基礎(chǔ)上進(jìn)行通力合作,從而共同推動社會進(jìn)步的設(shè)想。該文的最后對中國國內(nèi)公民社會發(fā)展的制約因素進(jìn)行了簡要概括,在解決這些問題的同時,提出了中國融入全球公民社會,促進(jìn)世界和諧的美好愿望。
[Abstract]:With the rise of global public problem, on the basis of "government failure", "market failure", "welfare state crisis" and other reasons, global citizen's social intervention is a field of government governance, and plays an important role. In addressing some domestic or international specific issues, the global civil society has shared the power with the State, and the basic power that the State has originally enjoyed is gradually weakened. Even so, the development of the global civil society is still subject to the State, as the State is still the principal actor of the international community. The emergence and development of the global civil society is not only a challenge for the nation, but also provides the opportunity for the nation to participate in the international community in a better way. If the global civil society can be accommodated in a cooperative state of mind, the common governance can be realized. It is useful for both the State and the human society as a whole. In this paper, the structure is divided into four parts: Part. First The part is the introduction. The part first puts forward the theory and practical significance of the global civil society, that is, to improve the theory of global governance, to provide the country with the relation of how to deal with the relationship with the global civil society On the basis of this, it is pointed out that the country has a great role in the construction of the global civil society, which can make up for some defects of the global civil society itself, but the current state does not have a good way to go The second is to comb the present situation of the global civil society at home and abroad, and to study the national problems in the global civil society.
