【摘要】：為維持國際和平和安全,防止世界大戰(zhàn)的再次爆發(fā),聯(lián)合國各會員國依據(jù)《聯(lián)合國憲章》第43條等條款的規(guī)定提供軍隊供安理會支配,這是聯(lián)合國集體安全機制的關(guān)鍵環(huán)節(jié)。在聯(lián)合國創(chuàng)立之初,安理會為創(chuàng)設軍事參謀團和制定聯(lián)合國軍隊基本原則取得了顯著成績。然而,隨著戰(zhàn)時同盟關(guān)系的逐步解體,各大國之間因各自根本利益及對外政策的不同而引發(fā)了矛盾沖突,使這些來之不易的成果付諸東流。聯(lián)合國軍隊始終沒有建立,《聯(lián)合國憲章》有關(guān)條款對于威脅和破壞和平以及侵略行為的應對手段在實踐中無從實施,聯(lián)合國集體安全機制的實際效能因此遭受嚴重削弱。
[Abstract]:In order to maintain international peace and security and prevent the recurrence of world war, the States members of the United Nations provide troops at the disposal of the Security Council in accordance with the provisions of Article 43 of the Charter of the United Nations, which is a key link of the collective security mechanism of the United Nations. At the beginning of the founding of the United Nations, the Security Council made remarkable achievements in the creation of the military staff Committee and the formulation of the basic principles of the United Nations army. However, with the gradual disintegration of the alliance during the war, the great powers have caused contradictions and conflicts due to the differences in their fundamental interests and foreign policies, and these hard-won achievements have been wiped out. The United Nations army has never been established, and the relevant provisions of the Charter of the United Nations have not been able to implement the means of response to threats and violations of peace and acts of aggression in practice, and the practical effectiveness of the United Nations collective security mechanism has thus been seriously weakened.
