【摘要】：伊朗核問題涉及國際核不擴散體系安全和中東地區(qū)和平穩(wěn)定，牽動大國博弈和國際關系演變，影響國際原油價格和能源戰(zhàn)略通道安全，近年來一直是國際社會的關注焦點，也是持續(xù)升溫的熱點問題。 歐盟出于維護自身戰(zhàn)略安全、保障經(jīng)貿(mào)能源利益以及提升在中東地區(qū)影響力等原因，自2003年起以積極、主動、溫和姿態(tài)介入伊朗核問題，主張通過對話與合作，通過向伊朗提供安全承諾、經(jīng)濟援助和技術支持換取伊朗主動放棄核計劃。然而，隨著歐盟“誘伊棄核”政策宣告失敗、伊朗“擁核坐大”風險不斷上升等原因，歐盟對伊朗核問題的政策隨之調整轉變，逐漸與美國強硬立場趨同，，對伊實施經(jīng)濟制裁與外交談判并行的“雙軌”政策，并傾向于以嚴厲的能源和金融制裁打擊伊經(jīng)濟命脈，迫使伊在核問題上作出實質性讓步。 歐盟對伊朗核問題政策從溫和轉變?yōu)閺娪�，對伊國內�?jīng)濟發(fā)展和社會穩(wěn)定造成了嚴重影響，增加了伊朗核問題外交解決的難度以及美歐與伊朗對抗攤牌的風險，也將牽動中東政治格局和地區(qū)形勢進一步復雜變化。中國是伊朗核問題六國機制中的重要一方，中國在伊朗也擁有重大的戰(zhàn)略利益，歐盟政策轉變對中國如何更好地維護外交形象和自身利益提出了新的挑戰(zhàn)。
[Abstract]:The Iranian nuclear issue is related to the security of the international nuclear non-proliferation regime and peace and stability in the Middle East. It affects the game among major countries and the evolution of international relations, and affects the security of international crude oil prices and energy strategic passageways. It has been the focus of attention of the international community in recent years. It is also a hot issue of continuous warming. For reasons such as maintaining its own strategic security, safeguarding economic and trade energy interests and enhancing its influence in the Middle East region, the EU has been actively, proactively and mildly involved in the Iranian nuclear issue since 2003 and advocated dialogue and cooperation. By providing Iran with security commitments, financial aid and technical support in exchange for Iran's voluntary abandonment of its nuclear program. However, with the failure of the EU's policy of inducement and abandonment of nuclear weapons, and the increasing risk of Iran's nuclear support, the EU's policy on the Iranian nuclear issue has been adjusted and changed and gradually converged with the hard-line stance of the United States. The implementation of economic sanctions and diplomatic negotiations in parallel to the "two-track" policy, and tends to use severe energy and financial sanctions to crack down on Iraq's economic lifeline, forcing Iraq to make substantive concessions on the nuclear issue. The transition from moderate to tough EU policy on the Iranian nuclear issue has had a serious impact on Iraq's domestic economic development and social stability, increasing the difficulty of diplomatic settlement of the Iranian nuclear issue and the risk of a showdown between the United States and Europe and Iran. Will also affect the Middle East political pattern and regional situation further complex changes. China is one of the important parties in the six-nation regime of Iran's nuclear issue. China also has important strategic interests in Iran. The EU policy change poses a new challenge for China to better safeguard its diplomatic image and its own interests.
