【摘要】：在全球化浪潮下，信息技術(shù)革命催生出了現(xiàn)代外交的新手段——網(wǎng)絡(luò)外交。它自誕生之日起，就以其獨(dú)特特性開始對國際社會產(chǎn)生日益重大的影響。美國憑借其領(lǐng)先的信息科技和網(wǎng)絡(luò)技術(shù),已經(jīng)率先著手研究網(wǎng)絡(luò)外交的理論構(gòu)想，并將其作為21世紀(jì)總體外交戰(zhàn)略的重要組成部分，在全世界進(jìn)行推廣實(shí)踐。而中國坐擁數(shù)以億計的網(wǎng)絡(luò)用戶，，卻似乎沒有認(rèn)識到開展網(wǎng)絡(luò)外交的重要性和迫切性。近年來，美國戰(zhàn)略東移，加大了對華網(wǎng)絡(luò)外交的投入力度，而中國對美國的網(wǎng)絡(luò)外交活動仍然按部就班。 中美兩國駐彼使領(lǐng)館是兩國主要的外交執(zhí)行機(jī)構(gòu)，但事實(shí)上兩者的外交網(wǎng)站無論在形式還是內(nèi)容上都存在不小差異。本文通過雙方網(wǎng)站表現(xiàn)對比分析得出：中國在美網(wǎng)絡(luò)外交規(guī)模小，形式上單一、零散，內(nèi)容多高政治議題，缺乏與受眾的互動；而美國在華網(wǎng)絡(luò)外交規(guī)模大，形式上整齊劃一，內(nèi)容上高低政治議題相輔相成，非常重視與網(wǎng)民互動。本文還以雙方網(wǎng)絡(luò)外交的不同表現(xiàn)為基礎(chǔ)，探索兩國網(wǎng)絡(luò)外交實(shí)踐差異的深層次原因，并立足中國實(shí)際情況，初步提出發(fā)展與提升中國網(wǎng)絡(luò)外交的對策與建議。
[Abstract]:Under the tide of globalization, the information technology revolution gave birth to a new means of modern diplomacy-network diplomacy. Since its birth, it began to have an increasingly significant impact on the international community with its unique characteristics. With its leading information technology and network technology, the United States has taken the lead in studying the theoretical conception of cyber diplomacy and taking it as an important part of the overall diplomatic strategy in the 21st century to promote and practice in the world. China, with hundreds of millions of Internet users, does not seem to recognize the importance and urgency of cyber diplomacy. In recent years, American strategic eastward shift, increased investment in cyber diplomacy to China, and China's cyber diplomacy activities to the United States are still on a step-by-step basis. The Chinese and American embassies and consulates are the main diplomatic executing agencies of the two countries, but in fact, the diplomatic websites of the two countries are quite different in form and content. Through the comparative analysis of the performance of the websites of the two sides, this paper draws a conclusion: China's network diplomacy in the United States is small in scale, single in form, fragmented, high-content political issues, lack of interaction with the audience; The network diplomacy of the United States in China is large in scale, uniform in form, complementary in content, and attaches great importance to interaction with netizens. Based on the different manifestations of the network diplomacy between the two countries, this paper explores the deep-seated reasons of the differences in the practice of network diplomacy between the two countries, and puts forward the countermeasures and suggestions for the development and promotion of China's network diplomacy on the basis of the actual situation in China.
