東盟在區(qū)域族裔宗教問題治理中的角色拓展

【摘要】：隨著全球范圍內宗教復興,宗教已經成為國際交往中日益不可忽視的政治要素。在多族裔交匯區(qū)域,宗教問題與族裔問題常常超越主權邊境交織在一起,使政治局面更為復雜。相對而言,在跨境族裔宗教問題上國內政治力量難以形成有效的全局性解決對策。而與外部政治勢力相比,本地區(qū)的區(qū)域性政府間組織在應對同一地區(qū)內部發(fā)生的族裔宗教問題上有地緣優(yōu)勢和一定的政治親近優(yōu)勢。盡管東盟強調不干涉原則,但是長期以來東盟對東南亞發(fā)生的族裔宗教性事件并非絕對無所作為。本文嘗試在分析東南亞族裔宗教問題特質與發(fā)展情況的基礎上,結合東盟參與地區(qū)族裔宗教問題治理中角色拓展脈絡,提出東盟要實現(xiàn)未來建立地區(qū)安全共同體的愿景,應當在本地區(qū)族裔宗教問題上扮演比當前更為積極和負責任的角色。
[Abstract]:With the revival of religion all over the world, religion has become an increasingly important political element in international communication. In multi-ethnic areas, religious and ethnic issues are often intertwined beyond sovereign borders, complicating the political situation. Relatively speaking, it is difficult for domestic political forces to form an effective overall solution to cross-border religious problems. Compared with the external political forces, the regional intergovernmental organizations in this region have geographical advantages and political closeness advantages in dealing with the ethnic and religious problems in the same region. Despite ASEAN's emphasis on the principle of non-intervention, ASEAN's long history of ethnic religious events in Southeast Asia is not an absolute inaction. On the basis of analyzing the characteristics and development of ethnic and religious problems in Southeast Asia, this paper attempts to put forward the vision of ASEAN to establish a regional security community in the future, combining with the expanding context of ASEAN's role in participating in the governance of ethnic and religious issues in the region. Should play a more active and responsible role in ethnic and religious issues in the region than at present.
