試析日美同盟關(guān)系中的沖繩美軍基地及其兩面性

【摘要】：日美同盟是世界上最重要的雙邊關(guān)系之一。日美同盟的一個主要內(nèi)容就是美國對駐日美軍基地的使用。根據(jù)日本防衛(wèi)省統(tǒng)計資料,駐日美軍基地共84處,其中沖繩美軍基地共34處；沖繩美軍基地面積占基地總面積的74.1%。根據(jù)沖繩縣政府在2009年9月的統(tǒng)計結(jié)果,沖繩美軍基地駐扎兵力占駐日美軍總兵力的68.4%1。因此,沖繩美軍基地是駐日美軍基地的一個典型代表,研究沖繩美軍基地問題能更深刻地理解日美同盟。 沖繩美軍基地在日美同盟關(guān)系中占有相當(dāng)重要的地位。然而,近年來,日益激烈的沖繩美軍基地問題開始影響、阻礙日美同盟的發(fā)展。為什么作為日美同盟“基石”的沖繩美軍基地會被稱為日美同盟的“絆腳石”?其原因及表現(xiàn)是什么?影響力又是什么?這些是筆者希望能通過本文得以解答的問題。 本文通過梳理冷戰(zhàn)期間以及冷戰(zhàn)后至今的沖繩美軍基地的發(fā)展史,總結(jié)在這兩個時期沖繩美軍基地呈現(xiàn)的不同特點,進而摸索出沖繩美軍基地在日美同盟關(guān)系中呈現(xiàn)的正面作用與負(fù)面作用,即兩面性及兩面性的規(guī)律。 本文由三部分組成,第一部分對冷戰(zhàn)期間沖繩美軍基地的形成與發(fā)展的歷史進行梳理與分析,總結(jié)冷戰(zhàn)時期沖繩美軍基地在日美同盟關(guān)系中的特點是被動地產(chǎn)生正面作用；第二部分是對冷戰(zhàn)后沖繩美軍基地變遷的歷史進行梳理與分析,總結(jié)冷戰(zhàn)后沖繩美軍基地在日美同盟關(guān)系中的特點是能動地產(chǎn)生負(fù)面作用,但是這種能動性受到美國方面的壓制；第三部分對沖繩美軍基地在日美同盟關(guān)系中的兩面性的表現(xiàn)、原因與影響力作了總結(jié)與研究,并分析負(fù)面影響力變化的原因。 本文嘗試總結(jié)以下觀點：由于美國的東亞戰(zhàn)略與沖繩美軍基地高度的戰(zhàn)略價值,日美同盟中美國對日本的依賴集中在沖繩美軍基地為代表的駐日美軍基地上,因此沖繩美軍基地對日美同盟有正面的、積極的作用；同時,沖繩美軍基地集中體現(xiàn)了日美同盟的非對稱性這一根本特性,所以沖繩美軍基地的存在對日美同盟產(chǎn)生負(fù)面作用；雖然導(dǎo)致負(fù)面作用產(chǎn)生的因素一直存在,但是這種負(fù)面作用并沒有持續(xù)產(chǎn)生影響力,其原因是：對沖繩美軍基地的反對只有上升到國家政府行為才可能對同盟關(guān)系真正產(chǎn)生影響。
[Abstract]:Japan-US alliance is one of the most important bilateral relations in the world. One of the main elements of the Japan-US alliance is the use of US bases in Japan. According to statistics from Japan's Ministry of Defense, there are 84 US military bases in Japan, including 34 US military bases in Okinawa, and 74.1 percent of the total base area in Okinawa. According to the statistics of the Okinawa county government in September 2009, the military base stationed in Okinawa accounts for 68.4% of the total US troops stationed in Japan. Therefore, the Okinawa US base is a typical representative of the US military base in Japan. Studying the issue of the Okinawa US base can make a deeper understanding of the Japan-US alliance. The Okinawa US base occupies a very important position in the Japan-US alliance. However, in recent years, the increasingly fierce issue of Okinawa American bases began to affect, hindering the development of Japan-US alliance. Why is Okinawa, the "cornerstone" of the Japanese-US alliance, known as the "stumbling block" of the Japanese-US alliance? What is the cause and performance? What's the influence? These are the questions that the author hopes can be answered through this article. By combing the history of the development of the US military base in Okinawa during and after the Cold War, this paper summarizes the different characteristics of the US military base in Okinawa during these two periods. Then, the positive and negative effects of Okinawa US base in the Japanese-American alliance are explored, that is, the law of two-sided and two-sided. This paper consists of three parts. The first part combs and analyzes the history of the formation and development of Okinawa US military base during the Cold War, and summarizes that the characteristics of Okinawa US military base in the Japanese-American alliance during the Cold War period are passively playing a positive role; The second part is to sort out and analyze the history of the vicissitudes of US military bases in Okinawa after the Cold War, and sum up that the characteristics of the US bases in Okinawa after the Cold War are that they have a dynamic negative effect on the Japan-US alliance relationship. But this initiative has been suppressed by the United States; The third part summarizes and studies the two-sided performance, reasons and influence of Okinawa US base in the Japanese-American alliance, and analyzes the causes of the negative influence. This paper attempts to summarize the following points: because of the high strategic value of the US military base in Okinawa and the East Asian strategy of the United States, the dependence of the United States on Japan in the Japan-US alliance is concentrated on the US military base in Japan represented by the US military base in Okinawa. Therefore, the Okinawa US military base has a positive and positive effect on the Japan-US alliance; At the same time, the Okinawa US military base embodies the asymmetry of the Japanese-American alliance, so the existence of the Okinawa US military base has a negative effect on the Japanese-American alliance. While the factors that lead to negative effects persist, they do not continue to have an impact. The reason is that opposition to the Okinawa U.S. base will only have a real impact on the alliance until it rises to the national government.
