中韓雙邊軍事外交：演進(jìn)及其展望

【摘要】： 中韓軍事關(guān)系是兩國戰(zhàn)略合作伙伴關(guān)系的重要組成部分。軍事外交則是足以影響中韓外交關(guān)系走向的核心要素之一。從古代中世的軍事聯(lián)合到近代的軍事援兵、抗日時(shí)期的軍事支援,中韓具有長期的軍事外交歷史。自1992年中華人民共和國與大韓民國建立正式外交關(guān)系以來,中韓軍事外交逐漸展開,至今處于持續(xù)發(fā)展的狀態(tài)。 本論文嘗試界定軍事外交的定義和概念,將其作為研究中韓軍事外交的出發(fā)點(diǎn)。著重分析中韓兩國的國防安全政策和互相的軍事外交戰(zhàn)略。歸納并梳理兩國軍事關(guān)系的發(fā)展歷程,從歷史上分析推動中韓軍事外交發(fā)展的深層動力,并與兩國戰(zhàn)略合作伙伴關(guān)系配合發(fā)展的因素,比較分析中國同其他國家軍事外交的情況,并在此基礎(chǔ)上判斷兩國軍事外交未來發(fā)展的趨勢。筆者期待通過這種研究推動中韓軍事關(guān)系克服重大制約因素,發(fā)揚(yáng)并擴(kuò)大積極因素,促進(jìn)中韓軍事外交更好地發(fā)揮加強(qiáng)兩國國家安全的作用,同時(shí),希望加強(qiáng)中韓軍事外交關(guān)系,為雙方發(fā)展更高層次的戰(zhàn)略合作伙伴關(guān)系提供一個(gè)更加穩(wěn)定的基礎(chǔ)。 中韓兩國實(shí)際情況來看,面對軍事外交領(lǐng)域?qū)霈F(xiàn)的新情況和新形勢,兩國應(yīng)當(dāng)重視和加強(qiáng)對軍事外交發(fā)展方向的研究,一方面,要做好共同應(yīng)對朝鮮半島和東北亞地區(qū)的和平穩(wěn)定發(fā)展,另一方面,要根據(jù)世界面臨非傳統(tǒng)安全問題繼續(xù)完善兩國軍事交流合作的信任關(guān)系,不斷促進(jìn)中韓軍事外交的健康發(fā)展。
[Abstract]:Military relations between China and South Korea are an important part of the strategic partnership between the two countries. Military diplomacy is one of the core elements that can influence the trend of diplomatic relations between China and South Korea. China and South Korea have a long history of military diplomacy from the military alliance in ancient times to military assistance in modern times and military support in the period of resistance against Japan. Since the establishment of formal diplomatic relations between the people's Republic of China and the Republic of Korea in 1992, military diplomacy between China and South Korea has gradually developed and has been in a state of sustained development. This paper attempts to define the definition and concept of military diplomacy as the starting point of the study of military diplomacy between China and South Korea. Focus on the analysis of China and South Korea's national defense security policy and mutual military diplomacy strategy. Summing up and combing the development course of the military relations between the two countries, analyzing the deep motive force to promote the development of military diplomacy between China and South Korea from the history, and cooperating with the development factors of the strategic cooperative partnership between the two countries. This paper compares and analyzes the situation of military diplomacy between China and other countries, and judges the future development trend of military diplomacy between China and other countries. The author looks forward to promoting the military relations between China and South Korea to overcome the major constraints through this study, to carry forward and expand the positive factors, to promote military diplomacy between China and South Korea to play a better role in strengthening the national security of the two countries, at the same time, We hope to strengthen military and diplomatic relations between China and South Korea and provide a more stable basis for the two sides to develop a higher level strategic cooperative partnership. In view of the actual situation of China and South Korea, in the face of the new situation and new situation that will emerge in the field of military diplomacy, the two countries should attach importance to and strengthen the research on the development direction of military diplomacy. On the one hand, It is necessary to make joint efforts to cope with the peaceful and stable development of the Korean Peninsula and Northeast Asia. On the other hand, we must continue to improve the relationship of trust in military exchanges and cooperation between the two countries in the light of the non-traditional security problems facing the world. We will continue to promote the healthy development of military diplomacy between China and South Korea.
