【摘要】： 東歐劇變、蘇聯(lián)解體事件,不僅給世界的政治經(jīng)濟(jì)等各方面帶來(lái)了巨大的影響,北約與俄羅斯的關(guān)系也發(fā)生了巨大變化。冷戰(zhàn)后的俄北關(guān)系經(jīng)歷了不穩(wěn)定的蜜月期,以及向伙伴關(guān)系嘗試的失敗。最終,俄羅斯-北約理事會(huì)的成立成為了雙方關(guān)系發(fā)展的的一個(gè)新的里程碑。 本文在吸收他人的研究成果的基礎(chǔ)上,以俄羅斯-北約理事會(huì)為切入點(diǎn),探討俄羅斯與北約關(guān)系的發(fā)展軌跡。本文第一部分將闡述從1991年至2001年之間俄北關(guān)系之間的起起伏伏。討論在俄北理事會(huì)成立之前,雙方就發(fā)展伙伴關(guān)系所展開(kāi)的一系列斗爭(zhēng)與博弈。第二部分將把重點(diǎn)轉(zhuǎn)向“9·11”事件后俄北理事會(huì)的誕生。主要研究其誕生的背景、原因和合作的內(nèi)容。本文第三部分將探討俄北關(guān)系在俄羅斯—北約理事會(huì)的基礎(chǔ)上進(jìn)一步發(fā)展的制約因素。最后第四部分對(duì)俄羅斯與北約關(guān)系的前景進(jìn)行展望。 本文將這運(yùn)用歷史分析法、歸納和演繹等方法對(duì)俄羅斯-北約理事會(huì)成立的背景和原因展開(kāi)系統(tǒng)的分析。同時(shí),從反面論證俄北關(guān)系在俄羅斯—北約理事會(huì)的基礎(chǔ)上進(jìn)一步發(fā)展的制約因素,最后通過(guò)分析俄羅斯對(duì)集體防務(wù)的質(zhì)疑、對(duì)傳統(tǒng)地緣政治的捍衛(wèi)等因素,結(jié)合俄羅斯-北約理事會(huì)的局限性對(duì)未來(lái)的俄北關(guān)系進(jìn)行理性的展望。
[Abstract]:The dramatic changes in Eastern Europe and the disintegration of the Soviet Union not only brought great influence to the political and economic aspects of the world, but also changed the relations between NATO and Russia. After the cold war, Russia-North-Korea relations experienced an unstable honeymoon period, and failed to try the partnership. Finally, the establishment of Russia-NATO Council became a new milestone in the development of bilateral relations. On the basis of absorbing the research results of others, this paper takes the Russian-NATO Council as the starting point to discuss the development track of Russia-NATO relations. The first part of this paper will describe the ups and downs between Russia and North China from 1991 to 2001. Before the establishment of the Council, the two sides engaged in a series of struggles and games on the development partnership. The second part will focus on the birth of Russia's North Council after 9 / 11. It mainly studies the background, reason and cooperation content of its birth. The third part of this paper will discuss the constraints of the further development of Russia-North relations on the basis of Russia-NATO Council. The last part looks forward to the prospect of Russia-NATO relations. This paper makes a systematic analysis of the background and reasons for the establishment of Russia-NATO Council by means of historical analysis, induction and deduction. At the same time, on the contrary, it demonstrates the constraints on the further development of Russian-North relations on the basis of the Russia-NATO Council. Finally, through the analysis of Russia's doubts about collective defense and the defense of traditional geopolitics, and so on, Combined with the limitations of Russia-NATO Council, the future of Russia-North-North relations to carry out a rational outlook.
