【摘要】：民主輸出戰(zhàn)略是貫穿美國(guó)外交戰(zhàn)略始終的重要主線,深深植根于美國(guó)的文化之中。最早的歐洲移民乘著“五月花號(hào)”來(lái)到北美大陸,他們對(duì)于建設(shè)“山巔之城”的理念充滿向往,這便是美國(guó)的先民。美國(guó)擺脫英國(guó)殖民統(tǒng)治實(shí)現(xiàn)獨(dú)立以后,基于對(duì)美式民主的極度推崇以及試圖以向外輸出美式民主的方式,來(lái)推進(jìn)美國(guó)外交目標(biāo)的實(shí)現(xiàn),維護(hù)和拓展美國(guó)的國(guó)家利益。但在不同的歷史時(shí)期,依據(jù)美國(guó)國(guó)內(nèi)各屆政府不同的政治理念以及美國(guó)所處的不同的國(guó)際環(huán)境,其對(duì)外民主輸出的運(yùn)行機(jī)制呈現(xiàn)出不同的特點(diǎn)與內(nèi)容,以適應(yīng)特定時(shí)期美國(guó)的整體外交戰(zhàn)略,從而更有效地實(shí)現(xiàn)美國(guó)的外交戰(zhàn)略,維護(hù)美國(guó)的國(guó)家利益。作為連續(xù)兩任奧巴馬政府的東亞區(qū)域政策的重返東亞,進(jìn)行亞太再平衡政策中深刻體現(xiàn)著美國(guó)對(duì)外推行美式民主,進(jìn)行“民主輸出”。在重返亞太戰(zhàn)略背景下,美國(guó)的對(duì)外民主輸出機(jī)制也呈現(xiàn)出了新的變化,以適應(yīng)同時(shí)不斷實(shí)現(xiàn)美國(guó)的“亞太再平衡”整體戰(zhàn)略,打壓日益崛起的中國(guó),保護(hù)其亞太盟友,維護(hù)并增強(qiáng)其在亞太地區(qū)的掌控能力,維護(hù)美國(guó)的國(guó)家利益。美國(guó)奧巴馬政府重返亞太進(jìn)行亞太再平衡戰(zhàn)略極大地危害到了中國(guó)的周邊環(huán)境,使得中國(guó)的周邊環(huán)境同美國(guó)布什政府在任時(shí)期有了明顯的惡化。美國(guó)通過(guò)民主輸出和和平演變向中國(guó)輸出美式價(jià)值觀,威脅中國(guó)的文化安全。美國(guó)在向中國(guó)的民主輸出中,大肆宣揚(yáng)美式的價(jià)值觀念,傳播美式的價(jià)值觀念,沖擊中國(guó)傳統(tǒng)思想中的價(jià)值觀念,危害我國(guó)的國(guó)家文化安全,從而阻撓我國(guó)的社會(huì)主義現(xiàn)代化建設(shè),維護(hù)美國(guó)的地區(qū)霸權(quán)。本文將首先梳理奧巴馬政府的“亞太再平衡”戰(zhàn)略,同時(shí)闡明在此戰(zhàn)略下美國(guó)民主輸出機(jī)制的新變化,以及我國(guó)應(yīng)該如何應(yīng)對(duì)美國(guó)民主輸出出現(xiàn)的這些新變化。希望這樣的分析能夠促進(jìn)我們對(duì)這一問(wèn)題的認(rèn)識(shí),并能啟發(fā)我們應(yīng)對(duì)之策。
[Abstract]:The strategy of democratic export is an important thread throughout American diplomatic strategy, deeply rooted in American culture. The earliest European immigrants arrived on the Mayflower to the North American continent. They were full of yearning for the idea of "a city on the top of a mountain," the forefathers of the United States. After the independence of the United States from British colonial rule, based on the extreme respect for American democracy and the attempt to export American democracy to the outside, the United States promoted the realization of its diplomatic goals and safeguarded and expanded the national interests of the United States. However, in different historical periods, according to the different political ideas of each administration in the United States and the different international environment in which the United States is located, the operating mechanism of its foreign democratic export presents different characteristics and contents. In order to adapt to the overall diplomatic strategy of the United States in a specific period, so as to realize the diplomatic strategy of the United States more effectively and safeguard the national interests of the United States. As the return of the two successive Obama administrations' East Asia regional policy, the Asia-Pacific rebalancing policy is a profound embodiment of the United States' foreign promotion of American democracy and its "democratic export". In the context of the strategic return to the Asia-Pacific region, the United States' export mechanism for foreign democracy has also shown new changes in order to adapt to the United States' overall strategy of "rebalancing the Asia-Pacific region" at the same time, to suppress the rising China and to protect its allies in the Asia-Pacific region. Maintain and enhance its control in the Asia-Pacific region and safeguard the national interests of the United States. The Obama administration's strategy of rebalancing the Asia-Pacific region has greatly damaged China's surrounding environment, which has deteriorated significantly with the Bush administration. The United States exports American values to China through democratic export and peaceful evolution, threatening China's cultural security. In its export of democracy to China, the United States wantonly preaches American values, disseminates American values, impinges on the values in Chinese traditional thinking, and endangers the national cultural security of our country. Thus obstructing China's socialist modernization, safeguarding the regional hegemony of the United States. This paper will first comb the Obama administration's "Asia-Pacific rebalancing" strategy, and at the same time clarify the new changes in the export mechanism of American democracy under this strategy, and how our country should deal with these new changes in the export of American democracy. It is hoped that this analysis will promote our understanding of the problem and inspire us to deal with it.
