【摘要】：中國在非洲(尤其是剛果民主共和國、蘇丹與利比里亞)的聯(lián)合國維和行動越來越積極與富有成效,并扮演了關(guān)鍵角色。本文準(zhǔn)備在國際體系理論的框架內(nèi)考察中國的維和行動,采用量化分析的研究方法(但不止于這一方法)進(jìn)行分析,量化分析的方法在已知的研究方法中更易于解釋各種現(xiàn)象。 本文擬分為五個部分,即綜述、聯(lián)合國安理會與中國1948-2010年間的聯(lián)合國維和政策、中國在非洲的維和經(jīng)驗、聯(lián)合國安理會框架內(nèi)的中非合作前景以及結(jié)論與建議。 第一章綜述 本章回顧總結(jié)相關(guān)文獻(xiàn),并對相關(guān)問題展開陳述,詳細(xì)闡釋本文選擇剛果民主共和國、蘇丹與利比里亞作為案例的依據(jù)。當(dāng)然,中國在上述國家展開了大規(guī)模的維和行動是選擇它們進(jìn)行研究的主要原因之一。 同時,本章還將給出并解釋本文主要的研究目的、核心問題、方法論以及理論框架。 第二章聯(lián)合國安理會與中國1948-2010年間的聯(lián)合國維和政策 本章將論述聯(lián)合國、聯(lián)合國安理會與維和行動之間的內(nèi)在聯(lián)系。三者之間存在著復(fù)雜的聯(lián)結(jié)關(guān)系,中國在這方面的慎重考慮為其贏得了專業(yè)的、值得推介的經(jīng)驗。 本章還將分析中國1948-2010年間的聯(lián)合國維和政策及其未來的維和政策走向,探討中國的維和政策是如何影響其維和行動的。很顯然,這些政策在根本上決定了中國的維和經(jīng)歷,中國的維和政策仍將繼續(xù)受到國家主權(quán)及其相關(guān)原則的影響。 然而,中國將不得不在建構(gòu)其未來的維和政策時考慮三個方面的內(nèi)容,即聯(lián)合國的要求、目的國家或地區(qū)的現(xiàn)實局勢以及中國自身的軍事實力。這三個條件非常重要,因為這涉及到了中國的國防政策,事關(guān)中國國防政策的防御性原則、中國的軍事實力以及國際社會的反應(yīng)。 第三章中國在非洲的維和經(jīng)驗 本章著眼于本文的核心問題,深入考察中國在剛果民主共和國、蘇丹與利比里亞的維和經(jīng)歷。在案例分析的基礎(chǔ)上,我們認(rèn)為中國在非洲的聯(lián)合國維和行動是富有成效的,是值得學(xué)習(xí)與信賴的經(jīng)驗。 然而,本章將繼續(xù)剖析這一經(jīng)驗對中國乃至全世界來說具有哪些涵義。中國在非洲的維和行動深化了中國在國際社會中負(fù)責(zé)任的利益攸關(guān)方的角色,也使其在地區(qū)影響力方面獲得了更大的空間,這種影響力在威望與實力方面都有所提升,引起了很多國家的關(guān)注,尤其是那些試圖修正其長期奉行的依賴西方的政策的國家。 第四章聯(lián)合國安理會框架內(nèi)的中非合作前景 本章的目標(biāo)之一是探討聯(lián)合國安理會框架內(nèi)的中非合作能否使得在安理會內(nèi)部出現(xiàn)一些非洲國家(作為其它非洲國家的代表)。本章論述了聯(lián)合國安理會與聯(lián)合國維和部在決定或允許執(zhí)行維和行動中的決定性作用,任何維和行動的執(zhí)行都要得到聯(lián)合國安理會的批準(zhǔn)。 本章接下來探討這樣一個問題,即如果在完全運(yùn)用這些經(jīng)歷的基礎(chǔ)上,在中非雙方的友誼以及在國家發(fā)展與戰(zhàn)略利益上的共同訴求不斷深化的情況下,這種合作是否有可能使一些非洲國家進(jìn)入聯(lián)合國安理會。 最后,本章將考察努力促使非洲國家進(jìn)入聯(lián)合國安理會的合作可能以何種方式進(jìn)行,以及這種合作面臨的挑戰(zhàn)與中國的態(tài)度問題。 第五章結(jié)論與建議 盡管本文沒有涵蓋中國自1989年以來參與的聯(lián)合國維和行動中涉及到的全部10個非洲國家以在更廣泛意義上考察其維和經(jīng)歷,但本文選取的案例也足以清晰勾勒出中國從懷疑與批評聯(lián)合國維和行動的時期,到開始提高其干練的、廣受贊譽(yù)的維和行動能力。 最后,本文從短期、中期以及長期措施三個方面,提出了中國向更高目標(biāo)邁進(jìn)的戰(zhàn)略性建議。
[Abstract]:United Nations peacekeeping operations in Africa, particularly in the Democratic Republic of the Congo, the Sudan and Liberia, have become more and more active and productive and play a key role.
