【摘要】：利用全球性國際組織謀求美國在國際文化領(lǐng)域的主導(dǎo)地位,進(jìn)而推進(jìn)美國的國際文化戰(zhàn)略是美國籌劃建立聯(lián)合國教科文組織的主要動因。在聯(lián)合國教科文組織的談判和建立過程中,美國發(fā)揮了政策設(shè)計(jì)、議程引領(lǐng)和規(guī)則制定等方面的主導(dǎo)作用,最終促成了聯(lián)合國教科文組織的建立。但在主導(dǎo)建立聯(lián)合國教科文組織之后,美國卻無法控制聯(lián)合國教科文組織的運(yùn)轉(zhuǎn),更無法將聯(lián)合國教科文組織作為推進(jìn)美國國際文化戰(zhàn)略與對外政策的工具。
[Abstract]:The use of global international organizations to seek the leading position of the United States in the field of international culture and to promote the United States' international cultural strategy are the main motivations for the United States to plan for the establishment of the United Nations Educational, Scientific and Cultural Organization (UNESCO). In the negotiation and establishment of UNESCO, the United States played a leading role in policy design, agenda leading and rulemaking, which finally led to the establishment of UNESCO. However, after leading the establishment of UNESCO, the United States could not control the operation of UNESCO, let alone use UNESCO as a tool to promote the United States' international cultural strategy and foreign policy.
