【摘要】：[目的/意義]恐怖主義思想在網(wǎng)絡(luò)空間廣泛滲透和擴(kuò)散,網(wǎng)絡(luò)恐怖主義正在成為當(dāng)前恐怖活動(dòng)的重要運(yùn)作方式,防范和打擊網(wǎng)絡(luò)恐怖主義是反恐領(lǐng)域中必須面對(duì)的重要課題。[方法/過程]通過對(duì)網(wǎng)絡(luò)恐怖主義勢(shì)力和網(wǎng)絡(luò)反恐力量發(fā)展?fàn)顩r的對(duì)比分析,認(rèn)為后者無論在道義基礎(chǔ)上還是能力優(yōu)勢(shì)上都更勝一籌,網(wǎng)絡(luò)恐怖主義治理是大勢(shì)所趨且勢(shì)在必得。[結(jié)果/結(jié)論]在治理路徑選擇上,以網(wǎng)絡(luò)安全治理為視角研究如何應(yīng)對(duì)網(wǎng)絡(luò)恐怖主義具有顯著的現(xiàn)實(shí)意義和可操作性。我國(guó)可據(jù)此制定務(wù)實(shí)的國(guó)家策略,從明確網(wǎng)絡(luò)反恐戰(zhàn)略任務(wù)、落實(shí)網(wǎng)絡(luò)反恐相關(guān)立法、組建網(wǎng)絡(luò)安全專門隊(duì)伍、發(fā)動(dòng)網(wǎng)絡(luò)反恐社會(huì)力量、重視網(wǎng)絡(luò)反恐技術(shù)創(chuàng)新、重點(diǎn)保護(hù)關(guān)鍵信息基礎(chǔ)設(shè)施網(wǎng)絡(luò)安全、加強(qiáng)網(wǎng)絡(luò)反恐國(guó)際合作等方面部署網(wǎng)絡(luò)反恐工作,以期達(dá)到政府主導(dǎo)網(wǎng)絡(luò)恐怖主義治理的理想效果。
[Abstract]:[purpose / significance] the idea of terrorism permeates and spreads widely in cyberspace. Cyberterrorism is becoming an important mode of operation of current terrorist activities. Preventing and combating cyberterrorism is an important subject that must be faced in the field of anti-terrorism. [methods / processes] through a comparative analysis of the development of cyberterrorism forces and cyberterrorism forces, it is concluded that the latter are superior both on a moral basis and on a capability advantage. The management of network terrorism is the trend of the times and the potential is inevitable. [results / conclusion] on the choice of governance path, it is of great practical significance and maneuverability to study how to deal with cyberterrorism from the perspective of network security governance. According to this, our country can formulate practical national strategy, from defining the strategic task of network anti-terrorism, implementing the related legislation of network anti-terrorism, setting up a special team of network security, mobilizing the social force of network anti-terrorism, and attaching importance to the technological innovation of network counter-terrorism. It is important to protect the network security of the key information infrastructure and to strengthen the international cooperation in the field of network counter-terrorism so as to achieve the ideal effect of the government leading the governance of cyberterrorism.
