【摘要】：評價特朗普"百日新政"的外交表現(xiàn),離不開對其前任外交遺產的評價。美國社會輿論對奧巴馬外交的評價毀譽參半,折射出對美國外交發(fā)展方向的深層思考。這是特朗普外交不可忽視的民情民意,約束其欲在外交上徹底推翻前任的沖動。從第一個100天的外交新政看,特朗普確立了外交服務于國內議程的宗旨,塑造了貿易與安全兩大外交議題,繼續(xù)以中東、歐洲、亞太三大地緣板塊為戰(zhàn)略抓手,體現(xiàn)出一個"學習曲線"的進程。隨著特朗普外交與安全班子內部對于決策影響力的爭奪日益浮現(xiàn),預計今后決策可能趨于自律和謹慎,但不排除局部戰(zhàn)略冒進的可能。中美關系將迎來一個艱難的磨合期,摩擦與合作、挑戰(zhàn)與機遇并存。
[Abstract]:The diplomatic performance of Trump's 100-day New deal depends on his predecessor's diplomatic legacy. The comments of American public opinion on Obama's diplomacy are mixed, reflecting the deep thinking about the direction of American diplomacy. This is a popular sentiment that Trump's diplomacy cannot ignore, constraining his desire to overthrow his predecessor completely. Judging from the first 100-day diplomatic New deal, Trump established the purpose of diplomatic service to the domestic agenda, shaped the two major diplomatic issues of trade and security, and continued to focus on the three major geopolitical sectors of the Middle East, Europe and the Asia-Pacific. Reflects a "learning curve" of the process. With a growing scramble for decision-making influence within Trump's diplomatic and security team, decisions are expected to become self-disciplined and cautious in the future, but local strategy may not be ruled out. Sino-US relations will usher in a difficult period of running-in, friction and cooperation, challenges and opportunities coexist.
