【摘要】：所謂歐洲一體化,是指戰(zhàn)后歐洲各國為實(shí)現(xiàn)彼此之間政治、經(jīng)濟(jì)、軍事乃至社會的合作與融合而經(jīng)歷的一個具有重大意義的歷史性進(jìn)程,它在一定程度上預(yù)示著人類社會可以通過區(qū)域國家間的一體化實(shí)現(xiàn)共同繁榮,并形成了全球政治的早期雛形。從歐洲一體化進(jìn)程來看,英國是一個至關(guān)重要的因素,而英國工黨的歐洲一體化政策則是英國外交政策的重要組成部分。文章第一部分分析了戰(zhàn)后初期至二十世紀(jì)六十年代初期英國工黨的歐洲一體化政策。指出這一階段工黨對歐洲一體化持排斥態(tài)度,超然于歐洲之外,并且指出工黨形成這種態(tài)度的原因主要是基于對戰(zhàn)后英國的外交定位、維護(hù)主權(quán)和經(jīng)濟(jì)利益方面的考慮。第二部分分析了二十世紀(jì)六十年代初期至七十年代末期英國工黨的歐洲一體化政策。在這一時期,歐洲一體化進(jìn)程開始顯現(xiàn)出其對于歐洲經(jīng)濟(jì)的重要帶動作用,極大促進(jìn)了歐共體各成員國的經(jīng)濟(jì)復(fù)蘇。工黨政府開始重新審視自身地位,做出了一系列推動英國歐洲一體化政策的措施,改變了其排斥的立場。指出國際國內(nèi)環(huán)境的變化是促使其歐洲一體化政策發(fā)生變化的主要原因。第三部分分析了二十世紀(jì)七十年代末期至九十年代初期,英國工黨由反對歐洲一體化逐步走向肯定、支持的政策立場,并且指出政黨政治、英國經(jīng)濟(jì)發(fā)展的需要等因素是促使工黨歐洲一體化政策發(fā)生轉(zhuǎn)變的主要因素。最后闡述了英國工黨歐洲一體化政策的特點(diǎn),對工黨和保守黨的歐洲一體化政策進(jìn)行比較,并對工黨的歐洲一體化政策進(jìn)行簡要的評析,得出政黨的發(fā)展必須順應(yīng)歷史發(fā)展潮流,符合客觀規(guī)律的結(jié)論。
[Abstract]:The so-called European integration refers to a historic process of political, economic, military and social cooperation and integration between the European countries after the war. To some extent, it indicates that human society can realize common prosperity through the integration of regional countries, and forms the early embryonic form of global politics. From the perspective of the process of European integration, Britain is a crucial factor, and the British Labour Party's European integration policy is an important part of British foreign policy. The first part analyzes the European integration policy of the British Labor Party from the beginning of postwar to the early 1960s. The author points out that the Labor Party is exclusive of European integration at this stage, and points out that the reasons for the Labour Party to form this attitude are mainly based on the diplomatic orientation of postwar Britain and the maintenance of sovereignty and economic interests. The second part analyzes the European integration policy of the British Labor Party from the early 1960s to the late 1970s. In this period, the process of European integration began to show its important role as a driving force for European economy, which greatly promoted the economic recovery of the member countries of the European Community. The Labour government began to re-examine its position, taking a series of measures to promote Britain's European integration policy and changing its position of exclusion. It is pointed out that the change of international and domestic environment is the main reason for the change of European integration policy. The third part analyzes the British Labour Party's policy stance from opposing European integration to supporting it from the late 1970s to the early 1990s, and points out that party politics. Factors such as the need for British economic development are the main factors that promote the transformation of Labor Party's European integration policy. Finally, the paper expounds the characteristics of the European integration policy of the British Labor Party, compares the European integration policy between the Labour Party and the Conservative Party, and makes a brief assessment of the European integration policy of the Labour Party. It comes to the conclusion that the development of political parties must conform to the trend of historical development and conform to the objective law.
