中國國際政治資源開發(fā)利用中的國家形象問題研究

【摘要】：當(dāng)今世界，國際政治行為體間的聯(lián)系越來越緊密，相互依存度日益提高，國際政治行為體間的競爭、沖突也越來越激烈。一國要想在風(fēng)云變幻的國際舞臺上擁有一席之地，實現(xiàn)國家和民族的生存和發(fā)展，開發(fā)利用好國際政治資源，已經(jīng)成為必然選擇。 國際政治資源是普遍存在于國際社會并且能夠為國際政治行為體開發(fā)和利用，以實現(xiàn)自身需求和利益的資源形態(tài)和力量儲備，其開發(fā)利用受多方因素的影響和制約，而國家形象是最重要的因素之一。一方面，良好的國家形象是國際政治資源的最重要組成部分，它不僅是國際政治資源中一種潛在的儲備資源，而且更多體現(xiàn)為一種直接的影響力和帶動力，也就是說，良好的國家形象能夠促進(jìn)國際政治資源的有效開發(fā)和利用，為國際政治行為體在國際互動過程中帶來利益；另一方面，缺乏物質(zhì)基礎(chǔ)的國家形象建構(gòu)是空洞的、虛無的，國際政治資源的開發(fā)利用為國家對外交往奠定基石、提供保障，為國家形象的建構(gòu)提供足夠的空間和機(jī)遇，國家形象建構(gòu)只有在國際政治行為體的互動和影響過程中才能得以實現(xiàn)。 中國的和平發(fā)展離不開國際政治資源的開發(fā)利用，在國際互動過程中，國家形象的建構(gòu)至關(guān)重要。從文明古國到近代落后挨打，再看今天的高速發(fā)展，每一個時期都有國家形象影響的烙印。國際政治資源的有效、合理開發(fā)有利于良好國家形象的建構(gòu)；而良好的國家形象則更有利于一國參與國際事務(wù)，參與國際資源的開發(fā)。如今，中國積極融入國際社會，，既需要有效開發(fā)國際政治資源為國家和民族的發(fā)展進(jìn)步服務(wù)，又要建構(gòu)良好的國家形象，堅決抵制“中國威脅論”、“中國崩潰論”、“黃禍”等謬論的滋生和漫延。
[Abstract]:In today's world, the relationship between international political actors is getting closer and closer, the degree of mutual dependence is increasing, and the competition and conflict among international political actors are becoming more and more fierce. It has become an inevitable choice for a country to have a place on the changing international stage, to realize the survival and development of the country and nation, and to develop and utilize the international political resources. International political resources are the forms of resources and reserves of power that exist universally in the international community and can be exploited and utilized for international political actors in order to realize their own needs and interests, and their exploitation and utilization are influenced and restricted by various factors. And national image is one of the most important factors. On the one hand, a good national image is the most important component of international political resources. It is not only a potential reserve of international political resources, but also a direct influence and driving force, that is, A good national image can promote the effective development and utilization of international political resources and bring benefits to international political actors in the process of international interaction. On the other hand, the construction of national image, which lacks material foundation, is empty and nihilistic. The exploitation and utilization of international political resources lay the foundation stone for the country's external communication, provide the guarantee, and provide enough space and opportunity for the construction of the national image. National image construction can only be realized in the process of interaction and influence of international political actors. The peaceful development of China is inseparable from the development and utilization of international political resources. In the process of international interaction, the construction of national image is very important. From the ancient civilization to the modern backwardness, look at today's rapid development, every period has a national image influence. The effective development of international political resources is conducive to the construction of a good national image, while a good national image is more conducive to the participation of a country in international affairs and the development of international resources. Now that China actively integrates into the international community, it is necessary not only to effectively develop international political resources to serve the development and progress of countries and nations, but also to build a good national image and resolutely resist the "China threat theory" and the "China collapse theory." The breeding and spreading of fallacies such as "yellow peril".
