【摘要】：一國海洋技術(shù)開發(fā)能力、戰(zhàn)略預案、領(lǐng)導人膽魄及軍事外交斗爭藝術(shù),對于島嶼爭奪至關(guān)重要。海洋科技的發(fā)展使國家控制海洋的能力增強、范圍擴大,也使得島嶼爭端問題復雜化。當前中國面臨的海洋安全態(tài)勢較為嚴峻。美國、日本、越南、菲律賓在中國領(lǐng)海問題上不斷挑釁。鑒于地緣格局變化,中國有必要改變"重陸輕海"的傳統(tǒng)地緣思想,樹立海洋優(yōu)先觀念,強化國家海洋開發(fā)的政治意志。中國要以實力為后盾,統(tǒng)籌政治、經(jīng)濟、軍事力量,以我為主開發(fā)海洋資源,陸海并進、軍民并進、主權(quán)宣示與經(jīng)濟開發(fā)并進,從而應對國際戰(zhàn)略格局的重大調(diào)整,維護我國國家安全與利益。
[Abstract]:A country's marine technology development capability, strategic planning, leadership courage and the art of military and diplomatic struggle are essential for island contention. The development of marine science and technology has enhanced the ability and scope of national control of the sea and complicated the issue of island disputes. At present, China is faced with a more severe maritime security situation. The United States, Japan, Vietnam and the Philippines have been provocative over China's territorial waters. In view of the change of geographical pattern, it is necessary for China to change the traditional geographical thought of "emphasizing land and light sea", to establish the concept of ocean priority and to strengthen the political will of national marine development. China should take strength as its backing, coordinate politics, economy, and military power, and develop marine resources, land and sea, military and civil affairs, and declare sovereignty with economic development, so as to cope with the major adjustment of the international strategic pattern. To safeguard China's national security and interests.
