肯尼迪政府時(shí)期美英在中東“相互依賴”戰(zhàn)略分析——以也門危機(jī)為中心

【摘要】:20世紀(jì)50年代,為了有效爭取美國的支持、鞏固自己在中東的地位,英國麥克米倫政府提出了"相互依賴"戰(zhàn)略。對此,肯尼迪政府雖然原則上予以接受,但實(shí)際把調(diào)整與阿拉伯民族主義的關(guān)系、遏制蘇聯(lián)在中東的影響置于頭等地位。也門危機(jī)期間,英國拒不承認(rèn)也門新政權(quán)、也不尋求與納賽爾和解的掣肘做法,讓美國政府失去耐心,致使兩國中東政策嚴(yán)重脫節(jié)。"相互依賴"戰(zhàn)略的失敗是由于中東敏感的地區(qū)形勢和美英不同的利益訴求所致。該戰(zhàn)略自產(chǎn)生之日就面臨同盟內(nèi)部權(quán)力失衡以及如何平衡本國利益和盟國利益的結(jié)構(gòu)性兩難,在遇到也門危機(jī)這類重大地區(qū)事件時(shí),自然無法超越美英對各自國家利益的優(yōu)先考慮,失敗也就在所難免了。
[Abstract]:In the 1950s, in order to win the support of the United States and consolidate its position in the Middle East, the British Macmillan government put forward the strategy of "interdependence". Although the Kennedy administration accepted it in principle, it actually placed the adjustment of its relations with Arab nationalism and the containment of Soviet influence in the Middle East as its first priority. "during the crisis in Yemen, Britain's refusal to recognize the new Yemeni regime and the constraints of seeking reconciliation with Al-Nasser left the United States government impatient and caused a serious disconnect between the two countries' Middle East policy." The failure of the interdependence strategy was due to the sensitive regional situation in the Middle East and the different interests of the United States and Britain. Since its inception, the strategy has faced a structural dilemma of power imbalances within the alliance and how to balance its interests with those of its allies, in the face of major regional events such as the crisis in Yemen, Failure is inevitable when the US and UK are unable to transcend their national priorities.
