文章摘要：本文在全球國際恐怖活動(dòng)時(shí)空演化數(shù)據(jù)的基礎(chǔ)上指出,國際恐怖活動(dòng)已成為全球的現(xiàn)實(shí)威脅,也己成為中國的現(xiàn)實(shí)威脅,本文分析了這些現(xiàn)實(shí)威脅的主要表現(xiàn),并據(jù)實(shí)際案例,著重分析了國際恐怖活動(dòng)近年來所顯現(xiàn)的新特征及其發(fā)展趨勢(shì),提出了中國反恐怖工作策略,指出國際恐怖活動(dòng)的最新變化是,暴恐分子極端蔑視人類傳統(tǒng)社會(huì)的常規(guī)智慧,企圖以非常規(guī)手段襲擊常規(guī)社會(huì)秩序,他們的恐怖活動(dòng)從＂獨(dú)狼式＂轉(zhuǎn)向團(tuán)伙式,所攻擊的目標(biāo)及所產(chǎn)生的傷害和矛盾、沖突和影響都不斷地?cái)U(kuò)大化,新出現(xiàn)的恐怖分子回流母國的現(xiàn)象正在導(dǎo)致包括＂伊斯蘭國＂和基地組織在內(nèi)的恐怖勢(shì)力對(duì)世界所構(gòu)成的威脅持續(xù)上升,恐怖活動(dòng)的主體突出地集中于＂伊斯蘭國＂＂基地＂典型恐怖組織,防恐薄弱國家與地區(qū)成為國際恐怖活動(dòng)熱點(diǎn)。國際恐怖活動(dòng)的發(fā)展趨勢(shì)是,恐怖組織越來越多地綜合利用各種方式來提升恐怖活動(dòng)的打擊能力,并且越來越善于利用現(xiàn)代高技術(shù)為己所用,越來越有意識(shí)地進(jìn)行地緣擴(kuò)張式的多點(diǎn)勾連恐怖勢(shì)力,在越來越絕決地采用自殺式襲擊手段的同時(shí),謀求獲取大規(guī)模殺傷性武器。

Abstr：Through the analysis of the Global Terrorism Database（GTD） which is built and maintained by the National Consortium for the Study of Terrorism and Response to Terrorism（START） , University of Maryland, this paper points out that global terrorism has become a global threat, and a real threat to China as well. This paper analyzes the new features and trends of global terrorism through actual case studies, and then proposes some anti-terrorism strategy suggestions for China. The new features of global terrorism include ： the fear of violence molecules in extreme contempt conventional human wisdom of traditional society;nonconventional means in an attempt to attack the conventional social order,their terrorist activities from ＂lone wolf＂ to the gang, attacking the target and the harm and contradiction, conflict and influence are constantly expanding, return home new terrorist phenomenon occurred is leading to include ＂Islamic state＂ and A1 Qaeda, terrorist forces to constitute a threat to the world continues to rise, terrorist activities the subjects focused on ＂the Islamic Republic base＂ typical terrorist organization, anti terrorist weak countries and regions become the focus of international terrorist activities. The development trend of the international terrorist activities, terrorist organizations are increasingly using a variety of ways to enhance the ability to combat terrorist activities, and more and more good use of modem high technology used for himself, there is a growing awareness of geopolitical expansion type multi-point collusion terrorist forces. In more and more vast pending the suicide attack means at the same time, seek to acquire weapons of mass destruction.
