和諧世界理念及其實現(xiàn)途徑探析

【摘要】：盡管和平和發(fā)展是當(dāng)今時代的主題,但當(dāng)今世界并不和諧,各種矛盾錯綜復(fù)雜,對人類的生存和發(fā)展都構(gòu)成了嚴重的威脅。改革開放30年,中國的綜合國力得到了突飛猛進的發(fā)展,但由此也帶來了對中國發(fā)展的質(zhì)疑聲,甚至是“中國威脅論”,嚴重影響到我國的現(xiàn)代化建設(shè)。因此,為了解決當(dāng)今世界面臨的各種矛盾,同時為中國的和平發(fā)展構(gòu)建有利的外部環(huán)境,以胡錦濤為總書記的黨的新一代領(lǐng)導(dǎo)集體向世界提出了構(gòu)建“和諧世界”的思想。作為馬克思主義中國化最新的理論成果,“和諧世界”理念具有豐富的內(nèi)涵和理論淵源,其最終目標(biāo)是實現(xiàn)世界的持久和平、共同繁榮。但從當(dāng)前世界面臨的種種不和諧因素看,構(gòu)建和諧世界的道路是一個漸進、漫長而又曲折、艱難的過程。本文試圖通過對和諧世界實現(xiàn)途徑進行較為系統(tǒng)的戰(zhàn)略性思考,力求在構(gòu)建和諧世界的道路上盡自己的一份綿薄之力。本文主要從以下四個部分進行分析論述： 第一部分,主要闡述“和諧世界”理念提出的背景,包括國際背景和國內(nèi)背景；和諧世界的內(nèi)涵及特征,指出和諧世界應(yīng)該是一個民主平等、和睦互信、公正互利、包容開放、人與自然和諧發(fā)展的世界。 第二部分,主要分析并闡述了構(gòu)建和諧世界的理論依據(jù)和現(xiàn)實依據(jù)。其中理論依據(jù)包括：中國傳統(tǒng)文化中的“和合”思想、馬克思關(guān)于國際關(guān)系的理論、黨的三代領(lǐng)導(dǎo)集體的和平外交思想、和諧社會思想共四部分�，F(xiàn)實依據(jù)則從世界人民的共同價值觀、和平發(fā)展合作的時代潮流以及中國為構(gòu)建和諧世界所做出的貢獻三方面進行分析。 第三部分,分別從政治、經(jīng)濟、安全、文化、環(huán)境五個部分分析了構(gòu)建和諧世界的主要障礙,并針對性地提出了構(gòu)建和諧世界的路徑選擇。其中構(gòu)建和諧世界的障礙包括：霸權(quán)主義強權(quán)政治、貧富差距進一步拉大、非傳統(tǒng)安全尤其是恐怖主義的威脅、文明多樣性未得到尊重、環(huán)境污染資源枯竭共五個部分。最后提出了構(gòu)建和諧世界的路徑選擇,這部分也是本文的重點和創(chuàng)新點所在。其主要路徑包括：反對霸權(quán)主義強權(quán)政治,建立國際新秩序；縮小貧富差距,消滅不和諧根源；打擊恐怖主義,樹立新安全觀；創(chuàng)造多元、包容的和諧文化；實施可持續(xù)發(fā)展,實現(xiàn)人與自然的和諧發(fā)展。 第四部分,得出結(jié)論。和諧世界符合國際社會和各國人民的根本利益,代表了國際關(guān)系發(fā)展的方向和時代進步的趨勢,必將成為不可阻擋的歷史潮流并且最終實現(xiàn)。
[Abstract]:Although peace and development are the theme of the present age, the world is not harmonious and all kinds of contradictions pose a serious threat to the survival and development of mankind. After 30 years of reform and opening up, China's comprehensive national strength has been developed by leaps and bounds, but this has also brought about the challenge to China's development, even the theory of "China threat", which has seriously affected the modernization of our country. Therefore, in order to solve all kinds of contradictions facing the world today and build a favorable external environment for China's peaceful development, the new generation of leading collectives of the Party with Hu Jintao as the general secretary has put forward the idea of building a "harmonious world" to the world. As the latest theoretical achievement of Marxism in China, the concept of "harmonious world" has rich connotation and theoretical origin, and its ultimate goal is to realize the lasting peace and common prosperity of the world. However, the road of building a harmonious world is a gradual, long and tortuous and difficult process. This paper tries to make a systematic strategic thinking on the way to realize the harmonious world, and tries to do its share in the road of constructing the harmonious world. This article mainly carries on the analysis from the following four parts: the first part, mainly elaborates the "harmonious world" the idea proposed background, including the international background and the domestic background; This paper points out that the harmonious world should be a world of democracy and equality, harmony and mutual trust, justice and mutual benefit, tolerance and openness, and harmonious development between man and nature. The second part mainly analyzes and expounds the theoretical basis and practical basis of constructing a harmonious world. The theoretical basis includes four parts: the thought of "harmony" in Chinese traditional culture, Marx's theory on international relations, the peaceful diplomacy thought of the three generations of leading collective of the Party, and the thought of harmonious society. The realistic basis is analyzed from three aspects: the common values of the people of the world, the trend of peaceful development and cooperation, and China's contribution to the construction of a harmonious world. The third part analyzes the main obstacle of constructing harmonious world from five parts of politics, economy, security, culture and environment, and puts forward the path choice of constructing harmonious world. The obstacles to building a harmonious world include hegemonic power politics, widening the gap between the rich and the poor, the threat of non-traditional security, especially terrorism, the lack of respect for the diversity of civilization and the depletion of environmental pollution resources. Finally, the paper puts forward the path choice of building a harmonious world, which is also the focus and innovation of this paper. Its main approaches include: opposing hegemonic power politics and establishing a new international order; narrowing the gap between the rich and the poor and eliminating the root causes of disharmony; cracking down on terrorism and establishing a new security concept; creating a harmonious culture of pluralism and tolerance; Implement sustainable development and realize harmonious development between man and nature. The fourth part, draw a conclusion. The harmonious world conforms to the fundamental interests of the international community and the people of all countries, represents the direction of the development of international relations and the trend of the progress of the times, and will certainly become an irresistible historical trend and be finally realized.
