【摘要】：冷戰(zhàn)后的拉美地區(qū)一體化進(jìn)程包括占主流地位、中間立場(chǎng)的南方共同市場(chǎng)、南美洲國(guó)家聯(lián)盟、拉美及加勒比國(guó)家共同體,開放程度較高、立場(chǎng)偏右的太平洋聯(lián)盟以及反美色彩濃厚的美洲玻利瓦爾聯(lián)盟。從維護(hù)霸權(quán)利益的目的出發(fā),冷戰(zhàn)后美國(guó)除了直接參與跨地區(qū)的一體化進(jìn)程外,對(duì)不同的拉美本地區(qū)一體化進(jìn)程采取了不同的態(tài)度。美國(guó)力圖建設(shè)美洲自由貿(mào)易區(qū),將其作為美國(guó)霸權(quán)制度地位的基礎(chǔ)之一,但是沒有能夠成功。美國(guó)還通過建設(shè)跨太平洋伙伴關(guān)系、簽訂雙邊貿(mào)易協(xié)定、利用拉美國(guó)家內(nèi)部矛盾等手段,力圖削弱拉美國(guó)家旨在聯(lián)合獨(dú)立的地區(qū)和次地區(qū)一體化進(jìn)程。北美自由貿(mào)易區(qū)、雙邊自由貿(mào)易協(xié)定和跨太平洋伙伴關(guān)系的推動(dòng),都屬于美國(guó)的跨地區(qū)一體化戰(zhàn)略,削弱和分裂了拉美國(guó)家,加強(qiáng)了美國(guó)主導(dǎo)的地區(qū)制度體系以及全球制度體系,也有利于增強(qiáng)美國(guó)的實(shí)力地位;而美國(guó)對(duì)拉美本地區(qū)三種一體化進(jìn)程分而治之的戰(zhàn)略,打壓了挑戰(zhàn)美國(guó)霸權(quán)利益的力量,削弱了長(zhǎng)期來看不利于美國(guó)霸權(quán)利益的進(jìn)程,加強(qiáng)了有利于美國(guó)霸權(quán)利益的進(jìn)程。
[Abstract]:The process of regional integration in Latin America after the cold war included the dominant, centrist Mercosur, the Union of South American Nations and the Community of Latin American and Caribbean States, with a high degree of openness. The right-leaning Pacific Alliance and the anti-American Bolivarian Alliance for the Americas. For the purpose of safeguarding hegemonic interests, the United States took different attitudes towards different Latin American integration processes in addition to participating directly in the process of trans-regional integration after the Cold War. The United States tried to build the Free Trade area of the Americas as one of the bases of its hegemonic position, but failed. The United States also seeks to weaken the process of regional and sub-regional integration of Latin American countries, which aims at joint independence through the establishment of the Trans-Pacific Partnership, the signing of bilateral trade agreements and the use of internal contradictions among Latin American countries. The promotion of the North American Free Trade area, the bilateral Free Trade Agreement and the Trans-Pacific Partnership all belong to the United States' trans-regional integration strategy, which has weakened and divided Latin American countries. Strengthening the regional institutional system and the global institutional system, which is dominated by the United States, is also conducive to strengthening the strength of the United States. The strategy of dividing and dominating the three integration processes in Latin America suppresses the power to challenge the hegemonic interests of the United States, weakens the process that is not conducive to the interests of the hegemony in the long run, and strengthens the process in favor of the interests of the hegemony of the United States.
