1益。在中華人民共和國成立初期(1950年1月),美國曾打出/杜魯門聲明0、/艾奇遜防線0,把朝鮮半島、臺(tái)灣地區(qū)、中南半島劃在美國安保防線之外,有意無意之中自動(dòng)地把新中國看做將自成一極的大國,認(rèn)同中國應(yīng)有周邊利益。在之后的朝鮮戰(zhàn)爭中,美國雖然背離了/杜魯門聲明0和/艾奇遜防線0,但同時(shí)認(rèn)定麥克阿瑟力主轟炸中

o國東北是/插手對方的神圣領(lǐng)域0,因此/革去了麥克阿瑟的總司令職務(wù)0。。20世紀(jì)

70年代的/尼克松沖擊0可以看做是美國開始重返/艾奇遜防線0。尼克松在與毛澤東的會(huì)談中,承諾從臺(tái)灣地區(qū)和中南半島撤軍,并表明美日同盟不為反華,其作用之一是遏制日本在東亞東山再起。聯(lián)系上述歷史過程就可以理解在東亞區(qū)域一體化進(jìn)程中,美國為什么一貫反對日本出山當(dāng)東亞領(lǐng)導(dǎo),而沒有反對過中國�？梢哉f/大國成規(guī)0是其在外交文化上的原因。美國把中國看成自成一極的大國,而把日本僅看做是自己的一個(gè)部下。從/大國成規(guī)0的視角,我們還可以說明,為什么小布什政府首倡并支持中國主導(dǎo)朝核六方會(huì)談,并在2005年首次東亞峰會(huì)召開時(shí)提出中國是美國的/利益攸關(guān)方0;?奧巴馬政府更提出中美共塑21世紀(jì),并且最近中國一表示反對,美國就停止了在黃海的航空母艦演習(xí)。這些都可以算是美國對華外交上遵循/大國成規(guī)0的史實(shí)。

總之,所謂外交,不僅僅是基于對國家利益的認(rèn)知,往往也受到政治文明及文化的影響。也就是說,外交研究不應(yīng)該只重視分析國家利益因素,還應(yīng)該關(guān)注傳統(tǒng)的政治文明及文化的視角。(中國社會(huì)科學(xué)院日本研究所葉琳譯)
