冷戰(zhàn)后美以關(guān)系研究

【摘要】:本文以冷戰(zhàn)后美以關(guān)系為研究對象。正文共分三章: 第一章追溯了美以關(guān)系的歷史演變。美以關(guān)系發(fā)軔于猶太復(fù)國主義運(yùn)動時期。美國在以色列1948年建國時起了積極作用。到20世紀(jì)60年代,兩國形成特殊盟友關(guān)系。20世紀(jì)80年代,美以關(guān)系變得更加牢固。 在第二章,作者分老布什、克林頓和小布什三個時期闡述了冷戰(zhàn)后美以關(guān)系的演變。冷戰(zhàn)的結(jié)束,對美以關(guān)系造成一定的沖擊,海灣戰(zhàn)爭的爆發(fā)對美以關(guān)系形成嚴(yán)峻考驗(yàn)。在克林頓時期,美國政府在“積極、主動、參與”的中東政策的基礎(chǔ)上,大力推進(jìn)中東和平,以色列政府在中東和談問題上的態(tài)度成為美以關(guān)系的晴雨表。在小布什時期,美以關(guān)系繼續(xù)發(fā)展,美國放任以色列憑借其絕對優(yōu)勢的軍事實(shí)力打擊巴勒斯坦。 第三章分析了影響冷戰(zhàn)后美以關(guān)系的因素。其一,冷戰(zhàn)結(jié)束以后,傳統(tǒng)安全威脅相對下降,非傳統(tǒng)安全威脅上升,反對恐怖主義和反對大規(guī)模殺傷性武器擴(kuò)散成為美以兩國關(guān)系發(fā)展的新戰(zhàn)略基礎(chǔ)。其二,美國猶太人對冷戰(zhàn)后美以關(guān)系有特殊影響。 通過對冷戰(zhàn)后美以關(guān)系的研究,本文得出以下結(jié)論:1、作為美以關(guān)系的主導(dǎo)方,美國根據(jù)不同時期的戰(zhàn)略需求調(diào)整美以關(guān)系,而以色列始終把對美關(guān)系放在優(yōu)先位置。2、中東和談問題構(gòu)成美以關(guān)系的主要內(nèi)容,兩國之間既有合作又有分歧。3、反對恐怖主義和反對大規(guī)模殺傷性武器擴(kuò)散是冷戰(zhàn)后美以關(guān)系發(fā)展的新戰(zhàn)略基礎(chǔ)。4、美以兩國間的共同利益與合作基礎(chǔ),使兩國間的戰(zhàn)略盟友關(guān)系得以連續(xù)、穩(wěn)固的發(fā)展。
[Abstract]:This paper focuses on the relationship between the United States and Israel after the Cold War. The text is divided into three chapters: the first chapter traces the historical evolution of the relationship between the United States and Israel. The relationship between US and Israel originated during the Zionist Movement. The United States played an active role in the founding of Israel in 1948. By the 1960 s, the two countries had a special alliance. In the 1980 s, relations between the two countries became stronger. In the second chapter, the author expounds the evolution of American-Israeli relations after the Cold War in three periods: Bush Sr., Bill Clinton and George W. Bush. The end of the Cold War had a certain impact on the relations between the United States and Israel, and the outbreak of the Gulf War was a severe test for the relations between the United States and Israel. During the Clinton period, the US government vigorously promoted peace in the Middle East on the basis of its "active, and participatory" Middle East policy, and the attitude of the Israeli government on the issue of Middle East peace talks became a barometer of US-Israel relations. During the Bush years, relations between the United States and Israel continued to develop, and the United States allowed Israel to strike the Palestinians with its overwhelming military might. The third chapter analyzes the factors that influence the relationship between the US and Israel after the Cold War. First, since the end of the Cold War, traditional security threats have declined and non-traditional security threats have risen. Opposing terrorism and the proliferation of weapons of mass destruction have become the new strategic basis for the development of US-Israel relations. Second, American Jews have a special influence on American-Israeli relations after the cold war. Based on the study of US-Israel relations after the Cold War, this paper draws the following conclusions: 1. As the leading party in US-Israel relations, the United States adjusts the US-Israel relationship according to the strategic needs of different periods, while Israel always gives priority to its relations with the United States. The Middle East peace talks constitute the main content of US-Israel relations, and there are both cooperation and differences between the two countries. 3. Opposing terrorism and the proliferation of weapons of mass destruction is the new strategic basis for the development of US-Israel relations after the Cold War. The common interests and the basis of cooperation between the two countries enable the strategic alliance between the two countries to develop continuously and steadily.
