【摘要】：孤狼恐怖主義是為極端主義意識形態(tài)目標所驅(qū)動的、以殺戮無辜平民為主要手段、目的在于在全社會制造恐怖氛圍的獨立的個體暴力行為。近年來,孤狼恐怖主義對西方國家的威脅日益加劇,并呈現(xiàn)出難以防范、打擊困難的局面。西方國家采取一系列創(chuàng)新性應(yīng)對之策,包括:推行去激進化戰(zhàn)略、構(gòu)建社會治理網(wǎng)絡(luò)、形成社會彈性、調(diào)動公眾參與,值得我國公共安全管理借鑒。
[Abstract]:Lone wolf terrorism is an independent individual act of violence driven by extremist ideological targets and aimed at creating an atmosphere of terror in the whole society by killing innocent civilians as the main means. In recent years, the threat of lone wolf terrorism to western countries is increasing, and it is difficult to prevent and strike. The western countries adopt a series of innovative countermeasures, including: carrying out the strategy of de-radicalization, constructing the social governance network, forming social flexibility and mobilizing the public participation, which is worthy of our country's public safety management for reference.
