【摘要】：當(dāng)代中國對同盟有一些誤解,對結(jié)盟存有拒斥心理。這些誤解包括:把盟國當(dāng)朋友;結(jié)盟就必須全方位合作,甚至是國家命運(yùn)綁定;結(jié)盟是冷戰(zhàn)思維;結(jié)盟破壞中國外交的獨(dú)立自主性;既然中國外交不區(qū)分?jǐn)秤?則結(jié)盟沒有必要。這些誤解的形成主要來自中國長期堅(jiān)持不結(jié)盟政策,以及對中蘇同盟破裂歷史經(jīng)驗(yàn)的誤用。一方面,中國在未來不應(yīng)排除結(jié)盟選項(xiàng),但在轉(zhuǎn)換政策之前,應(yīng)該先解放思想,轉(zhuǎn)變觀念。鑒于中國的實(shí)力增長狀況,中國的強(qiáng)勢地位將使其在未來扮演聯(lián)盟的領(lǐng)導(dǎo)者和管理者角色,這正是中國亟需向西方國家學(xué)習(xí)的地方。另一方面,中國無須在中短期內(nèi)轉(zhuǎn)而采取結(jié)盟政策,現(xiàn)在的"結(jié)伴不結(jié)盟"政策完全符合當(dāng)前中國國家利益和國際形勢。中國可以利用結(jié)伴來為未來可能的結(jié)盟做好銷墊,這既可保持自身的靈活性,又可以規(guī)避來自國內(nèi)外的壓力。
[Abstract]:Contemporary China has some misunderstandings about alliances and rejection of alliances. These misunderstandings include: treating the allies as friends; associating with each other must cooperate in all directions, even the fate of the country; alliance is the Cold War mentality; alliance undermines the independence and autonomy of China's diplomacy; Since China's diplomacy does not distinguish between enemies and friends, an alliance is unnecessary. These misunderstandings are mainly caused by China's long-standing policy of non-alignment and the misuse of the historical experience of the rupture of the Sino-Soviet alliance. On the one hand, China should not rule out the option of alliance in the future, but before changing its policy, it should emancipate its mind and change its ideas. Given China's growing power, China's strong position will make it a leader and manager of alliances in the future, which is where China desperately needs to learn from the West. On the other hand, there is no need for China to switch to an alliance policy in the short and medium term, and the current "non-alignment" policy is fully in line with China's current national interests and the international situation. China can use partnerships to provide a cushion for a possible alliance in the future, both to maintain its own flexibility and to avoid domestic and foreign pressure.
