【摘要】：在過(guò)去的二十多年,雙邊自由貿(mào)易協(xié)定(FTA)的數(shù)量呈現(xiàn)出顯著增長(zhǎng)。在世界貿(mào)易組織多哈回合談判舉步不前的背景下,各國(guó)紛紛選擇發(fā)展雙邊自由貿(mào)易協(xié)定作為其“退而求其次”的貿(mào)易戰(zhàn)略。澳大利亞作為一個(gè)傳統(tǒng)的貿(mào)易國(guó)家,正在加速發(fā)展本國(guó)的自由貿(mào)易協(xié)定及談判。然而,一些學(xué)者對(duì)這項(xiàng)貿(mào)易戰(zhàn)略持懷疑態(tài)度,特別質(zhì)疑這些貿(mào)易協(xié)定是否能給澳大利亞帶來(lái)利益。與此同時(shí),一些非經(jīng)濟(jì)因素,如政治和外交關(guān)系,也成為影響自由貿(mào)易政策制訂和實(shí)踐的重要因素。 本文首先回顧了從雅各布(Jacob Viner)到賈諾德(Ross Garnaut)的各種關(guān)于自由貿(mào)易的理論,進(jìn)而用第一手?jǐn)?shù)據(jù)和資料分析了澳大利亞現(xiàn)有的雙邊貿(mào)易協(xié)定以及正在進(jìn)行中的自貿(mào)協(xié)定談判。澳大利亞位于亞太,又與歐美有著悠久的文化和歷史淵源,這讓澳大利亞的自由貿(mào)易協(xié)定政策顯示出獨(dú)特的個(gè)性。同時(shí),本文通過(guò)對(duì)多個(gè)不同經(jīng)濟(jì)部門和熱點(diǎn)貿(mào)易問(wèn)題的分析,探究自由貿(mào)易協(xié)定對(duì)整個(gè)澳大利亞經(jīng)濟(jì)和外交發(fā)展的影響。本文希望借此項(xiàng)研究提升對(duì)澳大利亞的自貿(mào)協(xié)定戰(zhàn)略的理解,同時(shí)為澳大利亞外交貿(mào)易政策的研究提供更多的角度和視野。
[Abstract]:Over the past two decades, the number of bilateral free trade agreements (FTA) has increased significantly. Under the background of the Doha Round negotiations of the World Trade Organization (WTO), countries choose to develop bilateral free trade agreements as their trade strategy. As a traditional trading country, Australia is accelerating the development of its own free trade agreements and negotiations. However, some scholars are sceptical about the trade strategy, in particular whether the trade agreements will benefit Australia. At the same time, some non-economic factors, such as political and diplomatic relations, have also become important factors in the formulation and practice of free trade policy. This paper first reviews the theories of free trade from Jacob (Jacob Viner) to (Ross Garnaut). Then it analyzes Australia's existing bilateral trade agreements and ongoing negotiations on free trade agreements with first-hand data and data. Australia is located in the Asia-Pacific region and has long cultural and historical ties with Europe and the United States, which makes Australia's free trade agreement policy unique. At the same time, through the analysis of different economic sectors and hot trade issues, this paper explores the impact of free trade agreements on the economic and diplomatic development of Australia as a whole. This paper hopes to improve the understanding of Australia's FTA strategy and provide more perspectives for the study of Australia's foreign trade policy.
