試析奧巴馬政府東亞“巧實(shí)力”外交

【摘要】：21世紀(jì)，在經(jīng)濟(jì)全球化和政治一體化的推動(dòng)下，發(fā)展、變革與創(chuàng)新成為了全球格局的新主題。對于世界各國而言，這既是前所未有的機(jī)遇，也是空前絕后的挑戰(zhàn)。 奧巴馬上臺之后，美國正式提出了“巧實(shí)力”的外交戰(zhàn)略，并將東亞地區(qū)作為美國實(shí)施“巧實(shí)力”外交戰(zhàn)略的重點(diǎn)區(qū)域。在“巧實(shí)力”外交戰(zhàn)略的框架下，，美國不斷強(qiáng)化其在東亞地區(qū)的力量存在，分別在東北亞和東南亞構(gòu)筑防線，力圖保持東亞地區(qū)勢力均衡的局面，以更好地維護(hù)美國建立起的世界秩序，進(jìn)而維護(hù)其全球霸主地位。 中國作為世界主要力量，是東亞地區(qū)的大國，也是美國對東亞實(shí)施“巧實(shí)力”外交戰(zhàn)略的重點(diǎn)國家之一。奧巴馬政府對中國軟硬兼施，一方面，希望借重中國復(fù)蘇經(jīng)濟(jì)，要求中國承擔(dān)更多的國際責(zé)任；另一方面，竭力防范中國的壯大，在中國的核心戰(zhàn)略利益上不斷引起摩擦沖突。近些年來，隨著南海資源的開發(fā)，在美國曖昧的態(tài)度支持下，周邊各國紛紛采取行動(dòng)，企圖獲得這一地區(qū)資源開發(fā)的優(yōu)先權(quán)，長期以來懸而未決的南海沖突加劇。與此同時(shí)，基于南海地區(qū)的戰(zhàn)略價(jià)值，美國力圖運(yùn)用“巧實(shí)力”外交平衡各方力量，形成對中國的制約，遏制中國崛起。在這一形勢下，作為后起之秀的中國，一方面需要及時(shí)調(diào)整外交戰(zhàn)略，尋找發(fā)展伙伴關(guān)系，運(yùn)用國際機(jī)制維護(hù)自身權(quán)利，以巧妙應(yīng)對美國的“巧實(shí)力”外交，另一方面需要積極努力壯大自身實(shí)力，謀求復(fù)雜國際環(huán)境下的和平發(fā)展，為中國爭奪國際主導(dǎo)權(quán)奠定基礎(chǔ)。 本文是從奧巴馬政府“巧實(shí)力”外交戰(zhàn)略在東亞地區(qū)的運(yùn)用現(xiàn)狀出發(fā)，以南海問題為例，對比我國外交戰(zhàn)略的實(shí)施現(xiàn)狀，探究目前所存在的問題，進(jìn)而尋求應(yīng)對之策，力圖為我國國家外交戰(zhàn)略的提升和發(fā)展提出建議。
[Abstract]:In the 21st century, under the impetus of economic globalization and political integration, development, change and innovation have become the new theme of the global pattern. For the world, this is an unprecedented opportunity, but also an unprecedented challenge. After Obama came to power, the United States formally put forward the diplomatic strategy of "smart power", and regarded East Asia as the key region for the United States to implement the diplomatic strategy of "smart power". Within the framework of the diplomatic strategy of "skillful strength", the United States has constantly strengthened its presence in East Asia, building defences in Northeast Asia and Southeast Asia, respectively, in an effort to maintain the balance of power in East Asia. In order to better maintain the world order established by the United States, and thus maintain its global hegemony. As a major force in the world, China is a major power in East Asia and one of the key countries in the United States' diplomatic strategy of "skillful strength" for East Asia. The Obama administration is both hard and soft on China, hoping to take advantage of China's economic recovery and hold China to more international responsibility; on the other hand, it is struggling to prevent China from expanding, sparking frictions over China's core strategic interests. In recent years, with the development of resources in the South China Sea, supported by the ambiguous attitude of the United States, neighboring countries have taken actions to obtain the priority of the exploitation of resources in this region, and the unresolved conflicts in the South China Sea have intensified for a long time. At the same time, based on the strategic value of the South China Sea, the United States tries to use "skillful power" diplomacy to balance the power of all parties, to form constraints on China, and to contain the rise of China. Under this situation, on the one hand, China, as a rising star, needs to adjust its diplomatic strategy promptly, seek for a partnership for development, and use international mechanisms to safeguard its rights in order to skillfully deal with the "skillful power" diplomacy of the United States. On the other hand, we should make great efforts to strengthen our own strength, seek the peaceful development under the complex international environment, and lay the foundation for China's struggle for international leadership. This article is from the Obama administration "skillful strength" diplomatic strategy in the East Asia region application present situation, taking the South China Sea question as an example, contrasts our country diplomatic strategy implementation present situation, probes into the present existence question, then seeks the countermeasure. This paper tries to make suggestions for the promotion and development of China's national diplomatic strategy.
