【摘要】： 本文認(rèn)為默克爾政府對(duì)華政策的基本理念仍然是實(shí)用主義,“價(jià)值觀外交”并沒有成為默克爾政府對(duì)華政策的指導(dǎo)思想�！敖�(jīng)濟(jì)主導(dǎo)”仍是目前中德關(guān)系的主要特征,這一特征既是保證中德關(guān)系穩(wěn)定發(fā)展的“錨”,同時(shí)也逐漸成為了兩國產(chǎn)生沖突和利益糾紛的主因。默克爾政府對(duì)華政策最大的變化不在于其具體的政策實(shí)施方法和手段,而在于德國政治精英對(duì)德國政府長(zhǎng)期奉行的“以商促變”(Wandel durch Handel)這一基本對(duì)華政策理念的懷疑,甚至試圖要改變這一理念。本文首先回顧了德國統(tǒng)一以后對(duì)華政策的發(fā)展,然后從觀念、政治、經(jīng)濟(jì)等方面分析了默克爾政府的對(duì)華政策,在此基礎(chǔ)上,本文在結(jié)論部分對(duì)“哪些力量在決定著德國的外交政策?”這一問題進(jìn)行了初步的回答。
[Abstract]:This paper holds that the basic idea of Merkel government's China policy is still pragmatism, and "value diplomacy" has not become the guiding ideology of Merkel government's China policy. "Economic leading" is still the main feature of Sino-German relations at present, which is not only the anchor to ensure the stable development of Sino-German relations, but also the main cause of conflicts and interest disputes between the two countries. The biggest change in Merkel's policy toward China lies not in its specific methods and means of policy implementation, but in the doubts of the German political elite about the German government's long-held concept of "promoting change through commerce" as a basic policy towards China. Even trying to change the idea. This paper first reviews the development of Germany's China policy after reunification, and then analyzes the Merkel government's China policy from the perspectives of concept, politics and economy. The conclusion of this paper is that "which forces are determining German foreign policy?" A preliminary answer was given to the question.
