【摘要】：新世紀(jì)以來(lái),為了適應(yīng)國(guó)際發(fā)展形勢(shì)以及我國(guó)自身發(fā)展國(guó)情,黨和國(guó)家提出了走和平發(fā)展道路的外交政策,這也成為了國(guó)內(nèi)外理論界與學(xué)術(shù)界研究的熱點(diǎn)。可以說(shuō),和平發(fā)展道路是基于我國(guó)國(guó)情而提出的具有重大指導(dǎo)意義的新世紀(jì)外交方針。同時(shí),它不僅有力回?fù)袅松贁?shù)國(guó)外勢(shì)力制造的“中國(guó)威脅論”、“中國(guó)崩潰論”等論調(diào),而且在理論和現(xiàn)實(shí)層面均有著深遠(yuǎn)的意義。 本文從中國(guó)和平發(fā)展戰(zhàn)略形成的歷史、現(xiàn)實(shí)基礎(chǔ)和思想內(nèi)涵入手,系統(tǒng)的梳理了和平發(fā)展戰(zhàn)略的來(lái)龍去脈。從80年代“韜光養(yǎng)晦”到新世紀(jì)初期的“和平崛起”,從“和平發(fā)展”到“和諧世界”,深入挖掘了和平發(fā)展道路的歷史前后。又從當(dāng)今世界的時(shí)代主題、中國(guó)特色社會(huì)主義建設(shè)、國(guó)際格局以及政治經(jīng)濟(jì)新秩序的建立等四個(gè)方面討論了和平發(fā)展戰(zhàn)略的實(shí)踐基礎(chǔ)。繼而從中國(guó)傳統(tǒng)文化、馬克思主義中國(guó)化以及新中國(guó)外交政策三個(gè)維度分析了其思想基礎(chǔ)。 本文還分析了中國(guó)和平發(fā)展戰(zhàn)略的內(nèi)涵、基本特征。通過(guò)深入分析,展示中國(guó)和平發(fā)展道路的內(nèi)在聯(lián)系以及外在表現(xiàn),加深了對(duì)于中國(guó)和平外交政策的認(rèn)識(shí)與理解。之后又分析了中國(guó)和平發(fā)展道路的實(shí)踐應(yīng)用,通過(guò)大國(guó)之間的外交活動(dòng)、周邊國(guó)家的睦鄰?fù)饨灰约霸趪?guó)際社會(huì)的影響三個(gè)層次展示中國(guó)和平發(fā)展道路的實(shí)踐效果。在論述大國(guó)之間交往中,主要以中美、中日、中俄、中歐以及中印之間大國(guó)外交活動(dòng)中和平發(fā)展外交政策的應(yīng)用,周邊國(guó)家外交政策上從東北亞國(guó)家關(guān)系、“上合組織”以及中國(guó)與東盟之間的外交三個(gè)層面進(jìn)行了討論,最后還論述了在國(guó)際社會(huì)中中國(guó)和平發(fā)展外交政策的影響,充分展示和平發(fā)展道路的強(qiáng)大生命力以及外交實(shí)用性。 最后,簡(jiǎn)單論述了中國(guó)和平發(fā)展道路對(duì)于自身以及國(guó)際社會(huì)的意義和價(jià)值。
[Abstract]:Since the new century, in order to adapt to the international development situation and the situation of our own development, the Party and the country have put forward the foreign policy of taking the path of peaceful development, which has also become a hot spot of theoretical and academic research at home and abroad. It can be said that the road of peaceful development is a significant guiding principle of diplomacy in the new century based on China's national conditions. At the same time, it not only counterattacks the theories of "China threat" and "China collapse" made by a few foreign forces, but also has far-reaching significance both in theory and in reality. Starting from the history, realistic foundation and ideological connotation of China's peaceful development strategy, this paper systematically combs the background of the peaceful development strategy. From "hiding one's strength and keeping a secret" in the 1980s to the "peaceful rise" in the early new century, from "peaceful development" to "harmonious world", the history of peaceful development has been deeply excavated before and after the history of peaceful development. The paper also discusses the practical basis of the strategy of peaceful development from four aspects: the theme of the present world, the construction of socialism with Chinese characteristics, the international pattern and the establishment of a new political and economic order. Then it analyzes its ideological basis from the three dimensions of Chinese traditional culture, Marxism Sinicization and New China's foreign policy. This paper also analyzes the connotation and basic characteristics of China's peaceful development strategy. Through in-depth analysis, this paper demonstrates the internal and external relations of China's peaceful development path, and deepens its understanding and understanding of China's foreign policy of peace. Then it analyzes the practical application of China's road of peaceful development, demonstrates the practical effect of China's road of peaceful development through the diplomatic activities among the great powers, the neighboring countries' good-neighborly diplomacy and the influence of the international community. In discussing the exchanges between the major powers, they mainly use the peaceful development of foreign policy in the diplomatic activities of the great powers between China and the United States, China and Japan, China and Russia, and China and India. The foreign policy of the neighboring countries is based on the relations of the countries in Northeast Asia. The "Shanghai Cooperation Organization" and the three levels of diplomacy between China and ASEAN were discussed. Finally, the impact of China's peaceful foreign policy in the international community was also discussed. Fully demonstrate the strong vitality and diplomatic practicability of the road of peaceful development. Finally, the significance and value of China's path of peaceful development to itself and the international community are briefly discussed.
