【摘要】：在21世紀(jì)經(jīng)濟(jì)全球化、區(qū)域化迅速發(fā)展的時代,中澳兩國之間的政治、經(jīng)濟(jì)、文化之間聯(lián)系日益密切。展望未來,兩國關(guān)系將如何發(fā)展是我們即將面臨的一個重大課題,因此對陸克文時代的對華政策進(jìn)行細(xì)致分析有利于中澳關(guān)系的持續(xù)發(fā)展。 縱觀陸克文政府的對華政策的基調(diào)并沒有改變,影響陸克文對華政策的因素是多重的、復(fù)雜的,既有澳美同盟等國際因素,又有澳大利亞國內(nèi)的黨派斗爭因素等等,迫于壓力陸克文政府想做些改變但卻沒有多大作為,其試圖改變對華政策的動機(jī)和目的也是不純的。 本文主要分為四個部分：第一部分,簡要回顧了澳大利亞各個時期對華外交政策的演變歷程,說明陸克文政府在對華政策上具有一定的繼承性和歷史性；第二部分,對陸克文政府時期的對華政策進(jìn)行了全面分析,尤其是對后期出現(xiàn)的三個重大問題進(jìn)行了詳細(xì)分析與考察；第三部分,采用了層次分析法,從國際、國內(nèi)和個人三個層次剖析了對陸克文政府后期的對華政策調(diào)整的影響因素；第四部分,分析了陸克文政府對華政策對中澳關(guān)系的影響,并針對如何加強(qiáng)雙邊關(guān)系的良性發(fā)展從中國方面提出了三點(diǎn)建議。
[Abstract]:In the era of economic globalization and rapid development of regionalization in the 21st century, the political, economic and cultural relations between China and Australia are increasingly close. Looking forward to the future, how to develop the relationship between the two countries will be a major issue we are about to face, so a careful analysis of the Rudd era's China policy is conducive to the sustainable development of Sino-Australian relations. The tone of Rudd's policy towards China has not changed. The factors that affect Rudd's policy towards China are many and complex, both international factors such as the Australia-US alliance, and factors of party struggle in Australia, and so on. Under pressure, the Rudd administration wants to make some changes but does not do much, and its motivation and purpose in trying to change its China policy is also impure. This paper is divided into four parts: the first part briefly reviews the evolution of Australia's foreign policy towards China in various periods, and explains that the Rudd government has certain inheritance and history in its China policy. This paper makes a comprehensive analysis of Rudd's policy towards China during the period of his government, especially the three major problems that emerged in the later period. The third part uses the Analytic hierarchy process (AHP) to analyze and investigate the three major issues that emerged in the later period. At the domestic and individual levels, it analyzes the influence factors on the adjustment of the Rudd government's China policy in the later period. The fourth part analyzes the impact of the Rudd government's China policy on the Sino-Australian relations. And how to strengthen the healthy development of bilateral relations from China put forward three suggestions.
