“和諧”視角下中國(guó)國(guó)家形象的塑造

【摘要】： 國(guó)際社會(huì)對(duì)國(guó)家形象的認(rèn)識(shí)是個(gè)不斷深化的過程。在全球化的今天,對(duì)世界各國(guó)而言,塑造良好的國(guó)家形象已經(jīng)成為重要的生存之道、對(duì)外交往的旗幟、走向世界的通行證、社會(huì)和經(jīng)濟(jì)發(fā)展的助推器。 國(guó)家形象是主權(quán)國(guó)家產(chǎn)生之后,伴隨著交流方式的便捷化和多樣化,國(guó)家在與國(guó)際社會(huì)的持續(xù)互動(dòng)過程中形成的、國(guó)際社會(huì)對(duì)這個(gè)國(guó)家的政治、經(jīng)濟(jì)、文化和社會(huì)等各個(gè)方面的總體印象和綜合評(píng)價(jià)。國(guó)家形象具有動(dòng)態(tài)性和相對(duì)穩(wěn)定性、客觀性和主觀性、復(fù)雜性和可塑性、差異性和互動(dòng)性等特征。國(guó)家形象具有多方面的功能:權(quán)力合法化、促進(jìn)經(jīng)濟(jì)發(fā)展、促進(jìn)文化交流和安全保障。 在中華民族五千年的悠久歷史中,中國(guó)形象先后經(jīng)歷了“大國(guó)風(fēng)采→破敗衰落→獨(dú)立自主→改革開放→和平發(fā)展”五個(gè)階段,其中以新中國(guó)的成立為契機(jī),中國(guó)逐步步入規(guī)范化塑造國(guó)家形象的軌道。在這漫長(zhǎng)的歷史中,我們既有成功的經(jīng)驗(yàn),也有失敗的教訓(xùn),這些都值得我們回味和深思,以便在以后能更順利地塑造良好國(guó)家形象。在中國(guó)國(guó)家形象塑造的歷史過程中,成功經(jīng)驗(yàn)主要體現(xiàn)在以下幾個(gè)方面:獨(dú)立自主的和平外交政策、韜光養(yǎng)晦、發(fā)展經(jīng)濟(jì)和積極融入國(guó)際社會(huì)。中國(guó)國(guó)家形象塑造的不足主要體現(xiàn)在以下幾個(gè)方面:不重視國(guó)家形象、塑造了不符合國(guó)際潮流的國(guó)家形象和話語權(quán)的缺失導(dǎo)致的負(fù)面形象。 根據(jù)歷史經(jīng)驗(yàn)和現(xiàn)實(shí)狀況,目前中國(guó)國(guó)家形象塑造需要考慮的因素主要有國(guó)家利益、綜合國(guó)力和國(guó)際環(huán)境這三方面。根據(jù)這三方面的情況,中國(guó)國(guó)家形象應(yīng)定位于和平的國(guó)家形象、發(fā)展的國(guó)家形象、合作的國(guó)家形象和負(fù)責(zé)任的國(guó)家形象。 根據(jù)以上定位,運(yùn)用“和諧”理念是塑造中國(guó)國(guó)家形象的最佳途徑�！昂椭C”理念在中國(guó)有悠久的歷史淵源,和諧社會(huì)、和諧世界的提出是中國(guó)幾代領(lǐng)導(dǎo)集體智慧的結(jié)晶。具體說來,中國(guó)國(guó)家形象的塑造途徑主要有以下幾方面:首先,以“和諧社會(huì)”理念為指導(dǎo),為塑造良好的國(guó)家形象奠定堅(jiān)實(shí)的國(guó)內(nèi)基礎(chǔ)。主要體現(xiàn)在落實(shí)科學(xué)發(fā)展觀,提高國(guó)家實(shí)力;實(shí)現(xiàn)社會(huì)公平正義,增強(qiáng)社會(huì)凝聚力;維護(hù)民族團(tuán)結(jié),實(shí)現(xiàn)社會(huì)穩(wěn)定。其次,以“和諧區(qū)域”理念為指導(dǎo),為塑造中國(guó)國(guó)家形象營(yíng)造良好的周邊環(huán)境。主要體現(xiàn)在堅(jiān)持與鄰為善、以鄰為伴的周邊外交方針;妥善處理邊界問題,共同維護(hù)地區(qū)安全;加強(qiáng)區(qū)域合作,與周邊國(guó)家共享發(fā)展成果;樹立新安全觀,積極調(diào)解地區(qū)熱點(diǎn)沖突。最后,以“和諧世界”理念為指導(dǎo),為塑造中國(guó)國(guó)家形象營(yíng)造良好的國(guó)際環(huán)境。主要體現(xiàn)在增強(qiáng)參與意識(shí);重視國(guó)際制度的規(guī)范性作用;堅(jiān)持聯(lián)合國(guó)的主導(dǎo)作用;從政治、經(jīng)濟(jì)、文化、安全多角度構(gòu)建和諧世界;增強(qiáng)在國(guó)際上的話語權(quán),為塑造良好的國(guó)家形象營(yíng)造輿論環(huán)境。
[Abstract]:The international community's understanding of the national image is a deepening process. In today's globalization, shaping a good national image has become an important way to survive, the banner of foreign exchanges, the passport to the world, and the booster of social and economic development. After the emergence of a sovereign state, with the convenience and diversification of the means of communication, the national image is formed in the process of continuous interaction between the state and the international community, the international community's political and economic response to the country, Cultural and social aspects of the overall impression and comprehensive evaluation. National image is characterized by dynamic and relative stability, objectivity and subjectivity, complexity and plasticity, difference and interaction. National image has many functions: legalization of power, promotion of economic development, promotion of cultural exchange and security. In the long history of the five thousand years of the Chinese nation, the image of China has undergone five stages of "great power's decaying demeanor and independent reform and opening up and peaceful development," in which the founding of the new China was taken as an opportunity. China has gradually stepped into the track of standardizing and shaping the national image. In this long history, we have both successful experience and failure lessons, which are worthy of our reflection and reflection, so that we can more smoothly shape the image of a good country in the future. In the historical process of shaping China's national image, the successful experiences are mainly reflected in the following aspects: independent foreign policy of peace, keeping secret, developing economy and actively integrating into the international community. The shortcomings of China's national image are mainly reflected in the following aspects: not paying attention to the national image, shaping the national image which does not conform to the international trend and the negative image caused by the lack of the right to speak. According to the historical experience and the present situation, the main factors that need to be considered in the shaping of China's national image are national interests, comprehensive national strength and international environment. According to these three aspects, China's national image should be defined as a peaceful national image, a developing national image, a cooperative national image and a responsible national image. According to the above positioning, using the concept of "harmony" is the best way to shape China's national image. The idea of "harmony" has a long history in China. The idea of harmonious society and harmonious world is the crystallization of the wisdom of Chinese leaders of several generations. Specifically, the ways of shaping China's national image are as follows: first of all, under the guidance of the concept of "harmonious society", it lays a solid domestic foundation for shaping a good national image. It is mainly embodied in the implementation of the scientific concept of development, the enhancement of national strength, the realization of social equity and justice, the enhancement of social cohesion, the maintenance of national unity and the realization of social stability. Secondly, under the guidance of the concept of "harmonious region", to create a good surrounding environment for shaping China's national image. This is mainly reflected in the policy of adhering to the policy of making good with the neighboring countries and taking the neighboring countries as partners; properly handling border issues and jointly maintaining regional security; strengthening regional cooperation and sharing the fruits of development with the neighboring countries; and establishing a new concept of security.
