“一帶一路”倡議下中國與中東歐人文交流研究

【摘要】：“一帶一路”倡議自2013年被習近平主席提出后,受到沿線國家的熱烈歡迎。尤其是出于轉型時期的中東歐國家,紛紛表示愿積極和中國就“一帶一路”倡議的建設開展務實合作。經過幾年的合作與發(fā)展,中國和中東歐借助“16+1”合作平臺和“一帶一路”倡議引領下,實現(xiàn)了經貿合作密切,在經濟領域多層面開展了深入合作;實現(xiàn)了幫助中東歐國家基礎設施建設,投資領域合作加深,農業(yè)、化工、機械等方面交流強化;實現(xiàn)了人文交流全方位、多層次、多領域開展。雖然中國和中東國家關系得到改善和進一步加強,雙邊已有合作機制運行良好,但雙邊關系的基礎——人文交流中依舊受到諸多制約因素,面臨多種挑戰(zhàn)。在此背景下,開展中國和中東歐人文交流研究具有很強的現(xiàn)實意義和理論意義。論文分為五個部分。第一部分,闡述了中國和中東歐人文交流的背景和意義,從“一帶一路”、中國和中東歐人文交流、“一帶一路”下中國和中東歐國家關系和人文交流四個方面梳理了國內外研究現(xiàn)狀,并論述論文的內容和研究方法。第二部分,以蘇聯(lián)影響的冷戰(zhàn)時期、冷戰(zhàn)結束雙方轉型發(fā)展時期、二十一世紀前十年、合作機制新的起點的時間點敘述了中國和中東歐國家關系的歷程。分析當前影響雙方國家關系的影響因素有:西方國家的警惕、中東歐內部挑戰(zhàn)、烏克蘭危機引發(fā)的安全疑慮、受國際局勢和輿論變化。第三部分,界定了“一帶一路”和人文交流的概念,闡釋了“一帶一路”倡議與人文交流的關系。第四部分,以捷克和中國人文交流為案例,分析“一帶一路”倡議下中國與中東歐人文交流面臨的挑戰(zhàn)。即從中國和捷克外交關系、人文交流現(xiàn)狀和特征中分析兩國人文交流中存在的困難;從這一案例出發(fā),分析“一帶一路”倡議下影響中國—中東歐人文交流的因素:國際政治對人文交流的結構影響、觀念和文化差異對人文交流的影響、技術因素對人文交流的影響;分析當前人文交流面臨的挑戰(zhàn):“一帶一路”尚處于探索階段、現(xiàn)有合作機制運行對“一帶一路”的挑戰(zhàn)、地緣政治對“一帶一路”倡議評估的影響。第五部分提出“一帶一路”倡議下推動中國與中東歐人文交流的建議,從借助“16+1”合作平臺構建利益共同體,強化已有合作機制的運行,創(chuàng)新人文交流機制三個層面完善中國-中東歐合作機制,同時夯實中國-中東歐人文交流基礎。
[Abstract]:Belt and Road's initiative has been warmly welcomed by countries along the route since it was proposed by President Xi Jinping in 2013. Especially in the transition period, the central and eastern European countries have expressed their willingness to actively cooperate with China on the construction of Belt and Road's initiative. After several years of cooperation and development, China and Central and Eastern Europe, with the help of the "161" cooperation platform and the "Belt and Road" initiative, have realized close economic and trade cooperation and carried out in-depth cooperation on many levels in the economic field. It has helped the infrastructure construction of central and eastern European countries, deepened cooperation in the field of investment, strengthened exchanges in agriculture, chemical industry and machinery, and achieved all-round, multi-level, multi-field exchanges in the humanities. Although the relations between China and the Middle East countries have been improved and further strengthened, and the existing cooperative mechanism between China and the Middle East has worked well, the foundation of bilateral relations is still subject to many constraints and challenges in the process of people-to-people exchanges. Under this background, it is of great practical and theoretical significance to carry out the study of humanistic communication between China and Central and Eastern Europe. The paper is divided into five parts. The first part expounds the background and significance of cultural exchanges between China and Central and Eastern Europe, from Belt and Road, China and Central and Eastern Europe, Under Belt and Road, the relationship between China and the countries of Central and Eastern Europe and the exchange of humanities are reviewed in four aspects: the present situation of domestic and international research, and the contents and research methods of the thesis. The second part narrates the history of the relations between China and Central and Eastern European countries at the time of the Cold War period influenced by the Soviet Union, the end of the Cold War transition and development period, the first ten years of the 21 century, and the new starting point of the cooperation mechanism. Analysis of the current impact factors on bilateral relations are: Western vigilance, internal challenges in Central and Eastern Europe, security concerns caused by the crisis in Ukraine, and changes in international situation and public opinion. In the third part, we define the concept of Belt and Road and humanistic communication, and explain the relationship between Belt and Road's initiative and humanistic communication. The fourth part, taking the Czech Republic and China as an example, analyzes the challenges faced by China and Central and Eastern Europe under the initiative of Belt and Road. That is, from the perspective of the diplomatic relations between China and the Czech Republic, the present situation and characteristics of human exchanges, the difficulties in the cultural exchanges between the two countries are analyzed; starting from this case, This paper analyzes the factors that influence the humanism exchange between China and Central and Eastern Europe under the initiative of Belt and Road: the influence of international politics on humanistic exchange, the influence of concept and cultural difference on humanistic exchange, and the influence of technological factor on humanistic exchange; This paper analyzes the challenges faced by human communication at present: "Belt and Road" is still in the exploratory stage, the existing cooperative mechanism is still in the exploration stage, and the impact of geopolitics on the evaluation of the "Belt and Road" initiative is also discussed. The fifth part puts forward the suggestion of promoting the cultural exchange between China and Central and Eastern Europe under the initiative of "Belt and Road", from building a community of interests with the help of "161" cooperation platform, and strengthening the operation of the existing cooperation mechanism. To improve the cooperation mechanism of China-Central and Eastern Europe from three levels, and to consolidate the foundation of humanistic exchange between China and Central and Eastern Europe.
