【摘要】：隨著全球化與信息化浪潮不斷深入、國際關(guān)系日趨民主化與公民社會(huì)外交參與意識的增強(qiáng),網(wǎng)絡(luò)外交成為當(dāng)今國際社會(huì)日漸活躍的外交手段,并發(fā)揮著日益重要的作用。奧巴馬政府上臺以來,積極推行以網(wǎng)絡(luò)、手機(jī)等新型媒體為平臺的“E外交”,力圖借此闡明外交立場、推廣價(jià)值觀念、修復(fù)美國形象,并取得了初步成效,這對中國今后更為有效地開展網(wǎng)絡(luò)外交給予了借鑒與啟示。 目前,中國的網(wǎng)絡(luò)外交仍處于初始階段,既存在著諸多潛在優(yōu)勢,也存在著亟待完善的不足之處。本文試圖借鑒美國“E外交”的可取之處,立足中國實(shí)際,初步提出以下發(fā)展與提升中國網(wǎng)絡(luò)外交的路徑與對策: 其一,積極順應(yīng)網(wǎng)絡(luò)全球化浪潮,將實(shí)施網(wǎng)絡(luò)外交納入中國總體外交的戰(zhàn)略規(guī)劃,制定戰(zhàn)略目標(biāo),明確戰(zhàn)略重點(diǎn)。其二,打造符合網(wǎng)絡(luò)外交發(fā)展規(guī)律與中國實(shí)際的管理模式與機(jī)制,提高網(wǎng)絡(luò)輿情操控能力。要注重做大、做強(qiáng)主流網(wǎng)絡(luò)媒體,努力建設(shè)好國內(nèi)有代表性的幾個(gè)主流官方網(wǎng)站,成立專門的網(wǎng)絡(luò)外交機(jī)構(gòu),制定一系列配套的法律法規(guī)以保障其正常運(yùn)作。其三,在網(wǎng)絡(luò)對外宣傳上平衡好民族文化的網(wǎng)絡(luò)化、現(xiàn)代化和世界化之間的關(guān)系,努力提升中國的軟實(shí)力。應(yīng)樹立交往意識,淡化宣傳色彩;傳統(tǒng)與現(xiàn)代適當(dāng)結(jié)合;體現(xiàn)傳統(tǒng)文化與目前中國外交理念的繼承性與延續(xù)性;宣傳要有針對性,努力尋求不同國民的心理契合點(diǎn)。其四,培養(yǎng)多元網(wǎng)絡(luò)外交主體,開展全民網(wǎng)絡(luò)外交,努力提升中國的民間話語權(quán)。應(yīng)鼓勵(lì)與引導(dǎo)非政府組織的發(fā)展,發(fā)動(dòng)和培養(yǎng)網(wǎng)絡(luò)外交的民間力量,提升公眾對網(wǎng)絡(luò)外交的參與度與網(wǎng)絡(luò)話語權(quán)。本文試圖通過這些路徑來完善、提升中國網(wǎng)絡(luò)外交的有效性,以豐富、增強(qiáng)中國總體外交的開展實(shí)施,為中國改善國家形象、推動(dòng)構(gòu)建和諧世界而承擔(dān)應(yīng)有責(zé)任、做出自己的貢獻(xiàn)。
[Abstract]:With the deepening of globalization and information, the democratization of international relations and the strengthening of civil society's diplomatic participation consciousness, network diplomacy has become an increasingly active diplomatic means and playing an increasingly important role in the international community. Since the Obama administration came to power, it has actively promoted "E diplomacy" based on new media such as the Internet and mobile phones. It has tried to clarify its diplomatic position, popularize values, restore the image of the United States, and has achieved initial results. This has provided reference and enlightenment for China to carry out network diplomacy more effectively in the future. At present, China's network diplomacy is still in its initial stage, which has many potential advantages and shortcomings. This paper attempts to draw lessons from the "E diplomacy" of the United States, based on the reality of China, and put forward the following paths and countermeasures to develop and promote China's network diplomacy: first, actively adapt to the tide of network globalization. The implementation of network diplomacy will be incorporated into China's overall diplomatic strategic planning, strategic objectives, clear strategic focus. Second, build the management model and mechanism in line with the law of network diplomacy development and China's actual situation, and improve the ability of controlling network public opinion. Attention should be paid to the enlargement and strengthening of the mainstream network media, efforts should be made to build several representative mainstream official websites in China, special network diplomatic institutions should be set up, and a series of supporting laws and regulations should be formulated to ensure their normal operation. Third, balance the relationship between national culture networking, modernization and cosmopolitzation in the network propaganda, and strive to promote China's soft power. We should set up communication consciousness, desalinate propaganda color, combine tradition with modern properly, embody the inheritance and continuity of traditional culture and present Chinese diplomatic idea, propagandize should have pertinence, and try hard to seek the psychological joint point of different people. Fourth, cultivate multiple network diplomacy subjects, carry out national network diplomacy, and strive to promote the right of Chinese folk discourse. We should encourage and guide the development of non-governmental organizations, initiate and train the folk forces of network diplomacy, and enhance the public's participation in network diplomacy and the right of network discourse. This paper attempts to improve the effectiveness of China's network diplomacy through these paths, in order to enrich, strengthen the implementation of China's overall diplomacy, improve China's national image, and promote the construction of a harmonious world and assume its due responsibility.
