非盟的和平與安全框架

【摘要】:2002年,非洲聯(lián)盟正式取代存在了39年的非洲統(tǒng)一組織。面對非洲長期的動蕩,非盟開始建立一個“非洲和平與安全框架”,以和平安全理事會為核心,結(jié)合非洲大陸快速反應(yīng)系統(tǒng)、賢人論壇、和平基金、非洲常備軍,開展一系列維和行動,推進(jìn)非洲大陸的安全與穩(wěn)定。 非盟的這一安全框架在維和原則、機(jī)構(gòu)設(shè)置、區(qū)域合作方面都進(jìn)行了創(chuàng)新:確定非盟“干預(yù)權(quán)”的合法性;五個機(jī)構(gòu)開展的行動涉及沖突預(yù)防、恢復(fù)和平、戰(zhàn)后重建三個階段;強(qiáng)調(diào)非盟與非洲次區(qū)域組織在維和中的合作。十多年來,,非盟借助這一框架,為維護(hù)非洲的和平進(jìn)行了許多有益的嘗試,取得了一定的成果。與非統(tǒng)時期相比,非洲大陸沖突的數(shù)量和持續(xù)時間都相對減少,破壞程度大大降低。 但是,非盟和平與安全框架的建設(shè)與運行仍遇到了一些困難:部門設(shè)置模糊,人員物資不足;合作模式受政治矛盾影響;資金匱乏,對外依賴嚴(yán)重......這些問題在一定程度上影響了非盟維和行動的效果。 近年來,非洲一些有影響力的國家相繼出現(xiàn)動蕩,甚至不得不依靠外部干預(yù)來恢復(fù)和平。加強(qiáng)非盟維和能力的建設(shè),完善和平與安全框架顯得尤為迫切。針對目前存在的問題,非盟應(yīng)當(dāng)完善相關(guān)部門的設(shè)置,加強(qiáng)非洲國家間的合作聯(lián)系與政治互信,建立合理的資金分擔(dān)機(jī)制,以進(jìn)一步發(fā)揮和平與安全框架的作用。 中國一貫支持非洲的和平建設(shè),為非洲的發(fā)展給予力所能及的幫助。未來,中國可以借助現(xiàn)有的中非磋商與合作機(jī)制,在和平共處五項原則的基礎(chǔ)上,加強(qiáng)與非盟在和平與安全領(lǐng)域的合作,以不同的形式支持非洲維和能力的建設(shè),與非洲一同促進(jìn)世界的和平與發(fā)展。 本文選題的目的與意義在于通過定性分析,研究非盟建立的和平與安全框架的基礎(chǔ)、職能、構(gòu)成、運作方式,以及非盟參加維和行動的情況,歸納出這一框架的不足之處,就非盟和平與安全框架未來的建設(shè)重點提出建議,并展望中國與非盟在該框架下的的安全合作前景。
[Abstract]:In 2002, the African Union formally replaced the Organization of African Unity, which had existed for 39 years. In the face of a long period of instability in Africa, the AU has begun to establish an African Peace and Security Framework, with the Peace and Security Council at its core, integrating the continent's rapid response system, the good people's Forum, the Peace Fund, the African standing Army, Carry out a series of peacekeeping operations to promote the security and stability of the African continent. The AU's security framework is innovative in terms of peacekeeping principles, institutional set-up and regional cooperation: the legitimacy of the AU's "right of intervention"; the actions of five agencies related to conflict prevention, the restoration of peace and the three phases of post-war reconstruction; Emphasis is placed on cooperation between the AU and African subregional organizations in peacekeeping. Over the past decade, the AU has made many useful attempts to maintain peace in Africa and achieved certain results. Compared with the OAU period, the number and duration of conflicts on the African continent are relatively reduced, and the degree of destruction is greatly reduced. However, the construction and operation of the AU Peace and Security Framework has encountered some difficulties: vague sector structure, insufficient personnel and supplies, political contradictions affecting the cooperation model, lack of funds and heavy dependence on foreign countries. To some extent, these problems affect the effectiveness of AU peacekeeping operations. In recent years, some influential countries in Africa have experienced unrest and even had to rely on external intervention to restore peace. It is particularly urgent to strengthen the African Union's peacekeeping capacity and improve the peace and security framework. In view of the existing problems, the AU should perfect the establishment of relevant departments, strengthen the cooperation and political mutual trust among African countries, and establish a reasonable mechanism for sharing funds so as to further play the role of peace and security framework. China has always supported peace building in Africa and has done everything in its power to help Africa's development. In the future, China can strengthen cooperation with the AU in the field of peace and security on the basis of the five principles of peaceful coexistence through the existing mechanism of consultation and cooperation between China and Africa, and support African peacekeeping capacity building in different forms. Work with Africa to promote world peace and development. The purpose and significance of this paper is to study the foundation, function, composition, operation mode of the peace and security framework established by the African Union through qualitative analysis, and to sum up the shortcomings of the framework, as well as the participation of the African Union in peacekeeping operations. The focus of the future development of the AU Peace and Security Framework is proposed, and the prospect of security cooperation between China and the AU under the framework is also prospected.
