【摘要】：2009年烏魯木齊“7·5”事件發(fā)生后,土耳其對(duì)“7·5”事件的反應(yīng)格外激烈,本文擬從反“疆獨(dú)”的視角入手,著重分析土耳其與“疆獨(dú)”分裂勢(shì)力的聯(lián)系及對(duì)中土關(guān)系的影響。 第一章主要介紹“東突”問(wèn)題的來(lái)龍去脈,闡述“泛伊斯蘭主義”和“泛突厥主義”兩大思潮,在“雙泛”思潮的滲透及影響下,新疆歷史上出現(xiàn)了“東突厥斯坦伊斯蘭共和國(guó)”和“東突厥斯坦共和國(guó)”兩個(gè)分裂政權(quán),其影響十分有害。新疆解放和平前夕,“疆獨(dú)”分子在新疆積極從事分裂活動(dòng),新疆解放后,這批“疆獨(dú)”分子逃亡到土耳其。土耳其多年來(lái)一直收容維吾爾族人,受冷戰(zhàn)的影響,中土關(guān)系緩慢發(fā)展直到兩國(guó)建交正常化。 第二章主要講述土耳其境內(nèi)的“疆獨(dú)”勢(shì)力,一批老牌“疆獨(dú)”分子早年就與土耳其聯(lián)系密切,維吾爾族人經(jīng)過(guò)三波移民潮在土耳其居留,他們?cè)谕炼渚硟?nèi)成立了各種組織,積極從事“疆獨(dú)”分裂活動(dòng),由于土耳其國(guó)內(nèi)彌漫的“泛突厥”情結(jié),土耳其從政府到一般民眾對(duì)境內(nèi)的“疆獨(dú)”勢(shì)力進(jìn)行或明或暗的支持與縱容,中國(guó)政府對(duì)此堅(jiān)持嚴(yán)正的反恐立場(chǎng)。 第三章主要闡述了反“疆獨(dú)”視角下的中土關(guān)系,近年來(lái)中土經(jīng)濟(jì)發(fā)展,經(jīng)貿(mào)領(lǐng)域合作加強(qiáng),雙邊貿(mào)易摩擦增多,土耳其貿(mào)易逆差嚴(yán)重；在政治關(guān)系方面,中土兩國(guó)高層交往互訪頻繁,雙方在反恐問(wèn)題上逐漸達(dá)成合作意向,土耳其開(kāi)始限制其境內(nèi)的“疆獨(dú)”活動(dòng)；中土兩國(guó)不斷開(kāi)拓安全防務(wù)領(lǐng)域合作,軍事技術(shù)合作范圍不斷擴(kuò)展,展望未來(lái)中土關(guān)系的發(fā)展,雙方要加強(qiáng)在政治領(lǐng)域的互信,經(jīng)貿(mào)互惠關(guān)系以及尊重對(duì)方核心利益。 中土雙方已經(jīng)建立戰(zhàn)略合作關(guān)系并使其得到持續(xù)發(fā)展,但土耳其對(duì)新疆維吾爾族人的“突厥”情結(jié),是影響中土關(guān)系的主要絆腳石,可能會(huì)阻礙未來(lái)中土關(guān)系的進(jìn)一步發(fā)展。
[Abstract]:After the "7.5" incident in Urumqi in 2009, the reaction of Turkey to the "7.5" incident was particularly fierce. This paper intends to analyze the relationship between Turkey and the separatist forces of "Xinjiang independence" and its influence on Sino-Turkish relations from the perspective of opposing "Xinjiang independence". The first chapter mainly introduces the origin of the "East Turkistan" issue, expounds the two major ideological trends of "pan-Islamism" and "pan-Turkism", and under the influence of the "dual pan" trend of thought, In the history of Xinjiang, two separatist regimes, the Islamic Republic of East Turkestan and the Republic of East Turkestan, appeared, and their influence was very harmful. On the eve of Xinjiang's liberation and peace, the "Xinjiang independence" elements actively engaged in splittist activities in Xinjiang. After the liberation of Xinjiang, these "Xinjiang independence" elements fled to Turkey. Turkey has been hosting Uighurs for many years, and relations between China and Turkey have been slow to develop until the two countries normalized diplomatic ties, as a result of the Cold War. The second chapter mainly talks about the "Xinjiang independence" forces in Turkey. A group of old "Xinjiang independence" elements had close ties with Turkey in the early years. The Uighurs were staying in Turkey after three waves of immigration, and they set up various organizations in Turkey. Actively engaged in "Xinjiang independence" separatist activities, due to the "pan-Turkic" complex permeated in Turkey, Turkey from the government to the general public to the "Xinjiang independence" forces in the territory or explicitly or implicitly support and connivance, The Chinese government adheres to Yan Zheng's anti-terrorism stance. The third chapter mainly expounds the Sino-Turkish relations from the angle of anti-Xinjiang independence. In recent years, the Sino-Turkish economic development, the strengthening of economic and trade cooperation, the increase of bilateral trade friction, the serious trade deficit of Turkey, the political relations, China and Turkey have frequent high-level exchanges and visits, and the two sides have gradually reached a cooperative intention on the anti-terrorism issue. Turkey has begun to restrict the activities of "Xinjiang independence" in its territory; China and Turkey are constantly developing cooperation in the field of security and defense. The scope of military and technical cooperation continues to expand. Looking ahead to the future development of China-Turkey relations, the two sides should strengthen mutual trust in the political field, economic and trade relations of mutual benefit and respect for each other's core interests. The strategic cooperative relationship between China and Turkey has been established and developed continuously, but Turkey's "Turkic" complex towards Uygur people in Xinjiang is the main stumbling block affecting Sino-Turkish relations, which may hinder the further development of Sino-Turkish relations in the future.
